«Les temps difficiles devraient amener les décideurs à offir des activités culturelles plus nombreuses, plus diversifiées et plus accessibles que jamais. Après tout, les élus municipaux ne sont pas sans savoir qu'ils sont en place pour assurer une bonne qualité de vie et les arts ne forment-ils pas, justement, l'expression la plus élevée d'un milieu de vie qualité?

Guy Leblanc en sait quelque chose. Maire de Trois-Riviéres depuis 1990, il a donné à sa ville un remarquable élan culturel, en plus d'accéder récemment, à la coprésidence de la coalition «les Arts et la Ville», qui fait le pont entre le monde municipal et le monde culturel (Voir l'article sur ce sujet dans le même numéro).»
