globeandmail.com: Summit of the Americas

The Summit of the Americas 2001 meeting was held in Quebec City, the only fortified city in North America.

Meant by organizers to set the stage for a Free Trade Area of the Americas, protesters had been preparing for a showdown following disruptions of trade talks in Seattle and Davos.

Although negotiations and peaceful demonstrations did go forward, April 20 - 22 will be remembered mainly for the skirmishes between police and protesters, and the pall of tear gas blanketing the city.
