The Summit of the Americas 2001 meeting was held in Quebec City, the only fortified city in North America.  Meant by organizers to set the stage for a Free Trade Area of the Americas, protesters had been preparing for a showdown following disruptions of trade talks in Seattle and Davos. Although negotiations and peaceful demonstrations did go forward, April 20 - 22 will be remembered mainly for the skirmishes between police and protesters, and the pall of tear gas blanketing the city.
