Time-Limited Operational Funding

Applications for Time-Limited Operational Funding (TLOF) through the Vicitms Fund must be received between August 30th and September 30, 2013, for the 2014-2016 funding period. No applications received after the closing date will be eligible for funding. Only applications that have been completed in full will be reviewed.

Overview

The Federal Victims Strategy consolidates all federal government work related to victims of crime into one objective: to give victims a more effective voice in the criminal justice system.

The Victims Fund provides grants and contributions to support projects and activities that encourage the development of new approaches, promote access to justice, improve the capacity of service providers, foster the establishment of referral networks, and/or increase awareness of services available to victims of crime and their families. The Fund does not provide criminal injuries compensation for victims of crime.  

Time-Limited Operational Funding (TLOF) may be granted to victim-serving organizations through the Victims Fund. The maximum amount per year per recipient is $75,000 for the 2014-2015 and 2015-2016 fiscal years.  Organizations may not hold more than one TLOF grant at a time; however, organizations may apply for a new TLOF grant prior to the expiration of their current grant.

Applicants must meet the following criteria to be considered for TLOF, providing proof that their organization: 

  • Is a victim-serving organization;
  • Has objectives and activities that support the Federal Victims Strategy and the Victims Fund; and,
  • Has internal accountability measures.

Objectives

The objectives of the Victims Fund are to:

  • promote access to justice and participation by victims in the justice system;
  • promote the development of law, policies and programs for victims;
  • promote the implementation of principles, guidelines and laws designed to address the needs of victims of crime and articulate the victim’s role in the criminal justice system;
  • increase knowledge and awareness of the impact of victimization, the needs of victims of crime, available services, assistance and programs, and relevant legislation;
  • encourage governmental and non-governmental organizations to identify victim needs and gaps in services, and develop and deliver programs, services and assistance to victims; and,
  • promote capacity-building within non-governmental organizations.

Time-Limited Operational Funding grants are available under the Victims Fund and are intended to provide funding to a limited number of victim-serving, non-governmental organizations (NGO) whose programs and activities are aligned with the Victims Fund and Government of Canada priorities.

The maximum amount per year per recipient is $75,000 per year for a two year funding period.

Activities/Projects

Time-Limited Operational Funding grants help NGOs maintain services by covering operating expenses such as staff payroll, office space rental and limited capital expenditures. 

Points to Consider

Please note that funding is limited, and therefore, not all eligible proposals will be funded.

The following factors will be taken into consideration when reviewing applications for TLOF:

  • The extent to which the projects/activities of the organization directly support the Federal Victims Strategy and advance the objectives of the Victims Fund;
  • The Department’s previous experience working with the organization, the degree of collaboration, the quality and success of their projects/activities, and any previously funded projects/ activities:
  • The degree of expected impact of the investment;
  • The expected successes following two years of financial support;
  • The degree to which the projects/activities meet the social dimensions of sustainable development;
  • Whether the organization is well established and has a high level of credibility and support from the community;
  • The expected financial sustainability of the organization after the funding ends;
  • Whether the organization has received previous TLOF; and
  • The Public recognition by the recipient of the Department’s financial contribution.

How to Apply for Funding

Step Two: The application package must be completed and signed by an authorized representative of the organization. In order to be considered in the assessment process, submitted application packages must include the following documents:

  • Current audited financial statement;
  • Work Plan, Strategic Plan and/or Business Plan;
  • Budget; and,
  • Letters of support.

Official Languages

In support of Section 41 of the Official Languages Act, the Department is committed to facilitating the participation of official language minority communities and their organizations in the development and assessment of the Department's policies, programs and services having significant impact on the development of the communities, and to take measures to ensure that the Department of Justice's programs and services reach official language minority communities. In the context of project funding, these measures include:

  • outreach to official language minority communities to enhance their understanding of the Department of Justice funding programs; and
  • encouraging contacts between organizations that are receiving financial assistance and official language minority organizations/groups to ensure that the needs of these communities are taken into consideration in relation to the proposed projects to be considered for Department of Justice Canada funding.

Sustainable Development

The Department of Justice encourages applicants to submit proposals electronically.  If you submit your application on paper, please consider printing on both sides of the paper. These actions will minimize environmental impacts.
