International Education and Training

Members of the Department of National Defence or the Canadian Armed Forces attending military training abroad are supported by the Canadian Defence Academy through its International Training cell and two programs; the Foreign Military Out-Service Training (FMOST) and the Out-of-Canada (OUTCAN) Advanced Training List (ATL). By definition, the programs are:

  • FMOST encompasses all short-term (less than six months) international training taken by members of Department of National Defence at foreign military training establishments or defence related institutions of higher learning. Members are on temporary duty when attending this training.
  • OUTCAN ATL training takes place through postings, assignments, secondments and attachments. The Commander of the Canadian Defence Academy is the Command Authority for all of these Canadian Armed Forces OUTCAN Advanced Training List positions. These functions have been delegated to the International Training cell where all of the administration is coordinated
