Alternative Applications

Alternative Applications are the reuse of military materiel within DND/CAF when it is no longer required for its intended purpose.

Though not a disposal option (DND/CAF retains control of the asset), alternative applications for assets are part of the disposal planning process. Some examples of alternative applications include:

  • The conversion of assets into military artefacts in order to preserve Canada's military heritage;
  • The use of assets in research or testing establishments;
  • The use of stripped and demilitarized assets as hard targets.

Trade-Ins

Trade-ins involve the negotiated return of surplus assets at fair market value in exchange for replacement assets.

As part of the life-cycle management of major weapon and support systems, agreements for the trade-in of surplus assets with the Original Equipment Manufacturer (OEM) or other approved parties can be put in place as part of the procurement process.

Scrapping and Destruction

Scrapping involves breaking down an asset and components into base materials and selling those materials to offset costs.

When scrapping is not cost effective or not possible for a number of reasons, the alternative is the destruction of surplus materiel in its entirety.

These disposal options are only used if:

  • All other options have been attempted and have failed; or
  • It is determined to be the most effective option due to a number of constraints/conditions; or
  • It is required by legislation or policy.

Other Disposal Programs

 Computers for School Program (CFSP)

All non-classified surplus personal computers with MS-DOS, Windows or Macintosh operating systems and all associated equipment is offered first for transfer to Industry Canada for the Computers for Schools Program (CFSP) prior to any other disposal action being considered. If not required by the CFSP, then surplus personal computers and related equipment can then be sold through GC Surplus.

E-Waste

Electronic and electrical equipment is considered e-waste when it is at the end of life, due either to age or condition. Guidance for the disposal of e-waste can be found in the PWGSC Guideline for the Disposal of Federal Surplus Electronic and Electrical Equipment.
