Canada-France Agreement

On November 26, 1990, the Governments of Canada and of the French Republic signed the Canada-France Agreement on Museum Cooperation and Exchanges. The main objective of the Agreement is to create and develop special, lasting ties between museums in Canada and France, as well as enhancing skills and competencies of museum professionals. It also assists Canadian organizations in developing new international partnerships and in reaching new potential audiences for Canadian heritage and collections. Since 2005, the Department of Canadian Heritage has managed the Canada-France Agreement through the Museums Assistance Program (MAP).

Eligible Applicants

To be eligible under the Canada-France Agreement, applicants must meet the criteria of one of the following two categories:

  • Incorporated non-profit Canadian museums which:
    • Provide services to the public year-round;
    • Employ the equivalent of one full-time paid professional staff;
    • Have current policies for key museum functions; and
    • Have a current three to five-year strategic/business plan.
  • Incorporated non-profit service organizations whose membership relates to the museum sector.

Eligible museums that are governed by other levels of government or by academic or cultural institutions must have distinct objectives, programs and budgets related to heritage. Federal departments, Crown corporations and agencies are not eligible for MAP funding.

Application Process

Project proposals are reviewed competitively once each year. Completed application forms must be sent no later than the application deadline date. Hard copies sent by mail or courier, or hand-delivered, must be postmarked by the deadline date. If the application is sent electronically, the embedded sent date must be no later than 11:59 p.m. local time on the deadline date.

Direct your application package to the nearest regional office of the Department of Canadian Heritage or, for national organizations, to the national office. It is highly recommended that you consult your regional program officer to discuss your project prior to submission.
