Controlled Goods Program

The Controlled Goods Program (CGP) within Public Works and Government Services Canada (PWGSC) is managed by the Controlled Goods Directorate which is mandated to help strengthen Canada's defence trade controls under the authorities of the Defence Production Act and the Controlled Goods Regulations. The CGP plays a vital role in this regard through the prevention and detection of the unlawful examination, possession or transfer of controlled goods in Canada through its mandatory registration and regulation of Registered Persons (registered businesses and individuals).

The CGP Registration Search is a database of businesses and individuals that are currently registered in the CGP and authorized to examine, possess or transfer controlled goods. The list can be searched by using the full or partial name of the registrant.


Important Registration Information

Who must register?

CGP Registration is mandatory for anyone in a position to examine, possess or transfer controlled goods in Canada. As part of the CGP registration process, you will be asked to provide a brief description of your business activities in relation to controlled goods.

Export permits for the export of controlled goods are issued by the Department of Foreign Affairs and International Trade (DFAIT). More information can be obtained on the DFAIT Web site at Export and Import Controls. Businesses and individuals must be registered with the CGP before an export permit can be issued.

Enhanced Security Strategy

The Controlled Goods Program (CGP) was created in 2001 to strengthen the Canada - U.S. agreement on defence trade controls and is essential to maintaining the unique Canadian exemption with respect to the International Traffic in Arms Regulations (ITAR). In 2008-2009, a thorough Threat and Risk Assessment of the CGP revealed security gaps and operational inefficiencies. In response, the Enhanced Security Strategy (ESS) was developed in consultation with Canadian industry and other government stakeholders. The ESS is a more robust approach to meeting domestic industrial security needs and will be implemented through a phased-in approach over three years beginning October 1, 2011. The CGP has developed training sessions to help Designated Officials (DOs) responsible for conducting security assessments.
