List of Administrators

Federally, the Health of Animals Act governs livestock traceability activities in Canada. Part XV of the Health of Animals Regulations outlines the identification requirements for cattle, bison and sheep.

Under the regulations, people who are in the possession, care or control of an animal, or the carcass of an animal, must report a certain type of animal identification and movement information to the administrator.

Under Part XV, the "administrator" is defined as "a person with whom the Minister has entered into an agreement, under section 34 of the Act, under which the person is to administer a national identification program for animals."

The Canadian Cattle Identification Agency (CCIA) is recognized as the national administrator of the animal identification program for cattle, sheep and bison. If you are a regulated party and would like more information on animal identification and reporting requirements, please contact the CCIA.

Regulated parties may report animal identification and movement information to the Canadian Livestock Tracking System (CLTS), which is the database managed by the CCIA.

Organization that manages an animal identification system

Under Part XV of the Health of Animals Regulations, references are made about an "organization that manages an animal identification system". Such reference is made for an organization not officially being recognized as an administrator as it has not signed an agreement with the Minister or has not delivered a national program, as required under the definition.

Agri-Traçabilité Québec (ATQ) meets the criteria for an 'organization that manages an animal identification and livestock traceability system'. As such, cattle, sheep and cervid producers located in Quebec report identification and movement information specified under Part XV to the ATQ database.
