International Registration Plan Frequently Asked Questions

Q1: How are IRP applications processed?

Carriers may submit IRP applications to their local IRP Offices or access the IRP Online Services if you are currently registered for online services. Once the carrier is satisfied with the application, payment can be made to your local IRP Office. Credentials will be given to the carrier in person by IRP staff, or sent to the carrier by mail. Courier service is available at the expense of the carrier. Any original documents required for the transaction must be made available to the IRP Office before the credentials are released to the carrier.


Q2: I currently have vehicles registered to operate in Ontario only. I am planning on travelling outside of Ontario occasionally, should I join IRP or purchase trip permits?

You can either register your vehicle(s) in IRP or purchase trip permits for each jurisdiction where you need to travel, however,if you travel outside Ontario fewer than 12 times per year, your costs are likely to be lower if you purchase trip permits.


Q3: I have vehicles with farm plates on them and I am planning on travelling outside of Ontario occasionally, should I join IRP or purchase trip permits?

Some jurisdictions exempt vehicles with farm plates while others do not. Please contact the jurisdictions where you plan to travel for assistance. Here is a link to a contact list for all IRP jurisdictions.

Farm plated vehicles from other jurisdictions can operate in Ontario when carrying their own goods. For further information regarding the operation of farm plated vehicles contact MTO Carrier Sanctions and Investigation Office.


Q4: I operate a tow truck that picks up disabled vehicles outside Ontario. Do I have to register for IRP?

If your tow truck has a flatbed on which you transport the entire weight of the towed vehicle, you must register for IRP using the combined gross weight of the tow truck and the heaviest vehicle you expect to transport. If the tow truck carries only part of the weight of the towed vehicle, and one axle of the towed vehicle rests on the highway, you register for IRP using the gross weight of the tow truck only, as the towed vehicle is not considered a load. If you choose not to register in IRP, you need to purchase trip permits to complete your trip.


Q5: What supporting documents could I need to complete my application?

  • Original ownership, New Vehicle Information Statement (NVIS), Out of Province (OOP) ownership, Title (or letter from Registrar for OOP)
  • Bill of Sale or Lease Agreement
  • Letter of Authorization to plate
  • 36 day Safety Standards Certificate (SSC)
  • Emissions Test (VICN)
  • Form 1, B3, B15 for imported vehicles
  • Letter of Release (for lease buyouts)
  • Original Power of Attorney

Q6: How will IRP fees be calculated?

IRP fees are calculated using the "in-jurisdiction" distance divided into the total distance travelled by the fleet in all jurisdictions. For example, if a carrier travels 10,000 km in Ontario, and 100,000 km in all jurisdictions including Ontario, the prorate percentage for Ontario would be 10 percent. This would be applied to Ontario's fee schedule for the vehicle weight. If that fee were $1,650.00 annually, the Ontario fee for a full year of IRP registration would be $165.00 per vehicle.

IRP fees will vary based on where the carrier travels, as registration fees are different in each jurisdiction.


Q7: How much are the IRP fees?

IRP is designed to provide "one-stop shopping". Fees will fluctuate depending on where the carrier registers to travel, since some jurisdictions have higher registration fees than others. Your prorate percentage for each jurisdiction determines how much of that jurisdiction's fees you will pay. It is based on the in-jurisdiction distance divided into the total distance. If your prorate percentage in Ontario is 40 percent, you will pay 40 percent of Ontario's fees. If your prorate percentage in New York is 35 percent, you will pay 35 percent of New York's fees. Your fees do not necessarily increase when you add jurisdictions, because you do not pay based on kilometres travelled. Rather, you pay based on the ratio of kilometres travelled in each jurisdiction.

In addition to registration fees, some jurisdictions charge additional fees that must be paid before a carrier can travel through that jurisdiction. However, these fees have been in place for some time, and are not contingent upon IRP registration. An example is Oregon's Department of Transportation plate, which is required for carriers wishing to travel through Oregon


Q8: Will Quebec insurance fees be collected under IRP?

No. However, you may require operating authority to travel in Quebec. Please contact SAAQ for further information on operating authority at (418) 643-7620 or 1-800-361-7620, or visit the SAAQ website.


Q9: What is the distance reporting period for IRP?

The IRP distance reporting period will be July 1 to June 30 of the preceding year. If the effective date of your fleet renewal is September 1 or earlier, you may use the July 1 to June 30 period ending one year previous. For example, if your renewal date is September 1, 2012, your distance reporting period is July 1, 2010 to June 30, 2011. If your renewal date is October 1, 2012, your distance reporting period is July 1, 2011 to June 30, 2012. We recognize that you do not have sufficient time to tabulate all your distances from the July to June period immediately preceding your renewal, especially if you submit your renewal application before August 1. However, if the effective date of your fleet renewal is October 1, you must use the July to June period immediately preceding that date.


Q10: How do I know if I am required to have an emission test?

Within your renewal package that is sent to prior to expiry, look for an asterisk (*) next to the VIN # to see if you require an emission test.  If unsure, please contact the Drive Clean Program or call them at 1-888-758-2999.


Q11: Why do you need copies of the bill of sale or lease agreement to process my IRP application?

You will only be asked for this information when you establish a new IRP fleet, or when you add a new vehicle to the fleet. Check your Vehicle Summary information to ensure we have recorded the proper purchase price/capital cost and purchase date/lease start date. Once this has been confirmed, there will be no further need for this documentation.


Q12: Does the purchase price include taxes?

No. The purchase price is the full amount paid by the current owner to the seller to obtain ownership of the vehicle, including documentation, accessories, service, and finance charges, any other charges that were incurred to complete the sale, and the cost of capital modifications made to the vehicle within 30 days of the vehicle's acquisition date. It does not include retail sales taxes or harmonized sales tax. A trade-in cannot be used to reduce the taxable purchase price.


Q13: What additional information should I be aware of?

Due to time limitations on the appointments, additional transactions may not be accommodated unless disclosed at the time of booking.

In the event you incur fines (i.e. 407, parking, etc.) after your IRP transaction has been invoiced, you are required to pay these fines to complete your IRP transaction.


Full Reciprocity Plan Frequently Asked Questions

Q1: How will the fees be calculated?

The carrier will have all jurisdictions listed on their Cab Card and will be allowed to operate in all IRP jurisdictions. The carrier will only pay fees in the jurisdictions in which they travelled (declared distance) during the previous year.


Q2: How will fees be calculated if the carrier has no actual distance?

When a carrier's fleet is considered new or the fleet did not accumulate any actual distance during the distance reporting period, fees will be calculated using the base jurisdiction's average per vehicle distance (AVD) chart.


Q3: What is the average per vehicle distance (AVD) chart?

The AVD chart is the average distance travelled by each vehicle registered in the base jurisdiction for all other member jurisdictions.

The chart is updated by March 31st of each year.


Q4: Will all existing IRP carriers be subject to the average per vehicle distance (AVD) chart calculation for all member jurisdictions the first year under full reciprocity?

No. Existing carriers renewing their fleets for registrant year beginning on or after Jan. 1, 2015 will report actual distance accumulated during the distance reporting period.


Q5: What if I have actual distance only in my base jurisdiction?

If you have no actual distance in other jurisdictions, you will pay 100 percent base jurisdictional fees. If there is no travel outside of Ontario over a long period of time, the office may refuse to process the renewal as it is against the policies of the IRP Plan.


Q6: What weight should be displayed on the cab card where there is no actual distance and no fee collected?

The Gross Vehicle Weight (GVW) should be displayed on the cab card for every IRP jurisdiction. The base declared weight, plus the comparable weight for each member jurisdiction, should be reflected.


Q7: What if I need to increase my weight during the registration year?

Fees are only collected on the jurisdiction in which you accumulated actual distance. If no actual distance is reported, then no registration fees are due until the fleet accumulates distance in the jurisdiction. Note: There will be an administrative fee charged by the base jurisdiction.

Q1. Is there an application form to apply for IRP Online Services?

Yes. There is an application form that must be completed by the IRP Carrier (Company Owner/Director) as well as the user of the online services. The application for is available here. Once you’ve completed the application form, please contact the IRP Program Office at 416-235-3923 or irp@ontario.ca to obtain a User ID.


Q2. How do I access IRP Online Services?

From the Ministry of Transportation’s website:

Q3. What hours of the day are IRP Online Services available for IRP transactions?

The IRP Online Services are available 24/7 except for brief periods when the system is being updated. If you attempt to access the system and are told the system is unavailable, you should try again at a later time.


Q4. If I use IRP Online Services, can I make a payment online?

Yes. Payments can be made online using credit card (for Canadian dollar amounts only) and Pre-paid accounts (both Canadian and US funds).


Q5. Do I need to submit any paper documents?

Depending on the type of transaction you are trying to complete online, you may need to submit supporting documentation to your local IRP Office.  If this is the case, you can save your online application and finalize the transaction at your local IRP Office once supporting documentation is submitted.

Please note that if you make any updates to vehicles/fleets, you will be required to bring ownerships to the IRP Office.


Q6. Is it safe to use online services?

Our secured site/applications have security measures such as data encryption and SSL (Secured Socket Layer) in place to protect from loss, misuse and alteration of the information under our control.


Q7. Are there any special web browser requirements to use IRP Online Services?

Our website supports Internet Explorer and Google Chrome. This is the minimum browser version necessary to support features and functions of the Ministry’s IRP Online Services.


Q8. What can I do to protect my information?

There are three basic things you can do to help protect your information. First, do NOT provide your User ID or password to anyone else. Secondly make your password something known only by you. Finally always log off once you have completed your transactions. It is important to log off in order to not leave a "live" session active for someone else to use.


Q9. Are the IRP Online Services Accessible?

Yes, the online services are available with an Accessible View.


Q10. How can I make changes after I have invoiced my online transaction?

Please contact the IRP Program Office at 416-235-3923 or 1-866-587-6770 to request to have your invoice cancelled which will give you access to make changes.
