1. 2. That Rick Nicholls, Member for the Electoral District of Chatham-Kent—Leamington, be appointed Deputy Speaker and Chair of the Committee of the Whole House;

SELECT COMMITTEES

GENERAL

1. Orders of reference, authority and general provisions – See Standing Orders 108 through 131 of the Standing Orders of the Legislative Assembly (January 2009); Standing Orders 111 through 134 of the Standing Orders of the Legislative Assembly (February 2020 and October 2020).

2. That a Select Committee on Financial Transparency be appointed to consider and report to the House its observations and recommendations with respect to the report submitted by the Independent Financial Commission of Inquiry; and

That the Committee investigate and report on the accounting practices, decision making and policy objectives of the previous government or any other aspect of the report that the Committee deems relevant; and

That the Committee have the power to send for persons, papers and things; and

That the Committee be composed of six members of the party forming the government, three members of the Official Opposition, and that the Chair and Vice-Chair shall be members of the party forming the government; and

That the Committee be authorized to meet at the call of the Chair; and

That the Committee be given priority to use the Amethyst Room for its meetings; and

That the Committee shall present, or if the House is not meeting, release by depositing with the Clerk of the Assembly, its interim report by November 1, 2018 and its final report by December 13, 2018 or on a date to be determined by the Committee – October 2, 2018.

3. That, pursuant to Standing Order 113, the membership of the Select Committee on Financial Transparency be appointed as follows: Mr. Baber, Mr. Downey, Mrs. Martin, Ms. Park, Mr. Romano, Mr. Sarkaria, Ms. Fife, Ms. Shaw, Mr. Vanthof – October 2, 2018.

4. That a Select Committee on Emergency Management Oversight be appointed to receive oral reports from the Premier or his designate(s) on any extensions of emergency orders by the Lieutenant Governor in Council related to the COVID-19 pandemic and the rationale for those extensions; and

That the Committee shall have a membership of up to eleven Members, comprised as follows:

• Up to seven members of the Government party

• Up to three members of the Official Opposition

• Up to one Independent Member; and

That the House Leaders of each of the Recognized Parties shall indicate in writing to the Clerk of the House, their Party’s membership on the Committee; and

That the Government House Leader, in consultation with the Independent Members, shall indicate in writing to the Clerk of the House, the Independent Member on the Committee; and

That the deadline for indicating Committee Membership with the Clerk of the House shall be Thursday, August 20, 2020; and

That the Committee shall meet at the call of the Chair as follows:

• Up to 30 minutes for the Premier or his designate(s) to make an opening statement

• Up to 60 minutes for Members of the recognized Parties to pose questions to the Premier or his designate(s) in 3 rounds of 10 minutes for each Party

• Up to 10 minutes for the Independent Member to pose questions to the Premier or his designate(s) in 2 rounds of 5 minutes each

• Report writing in closed session; and

That the Clerk of the Committee shall convene the first meeting of the Committee no later than Thursday, August 27, 2020 to elect a Chair and Vice-Chair of the Committee, but no Sub-committee shall be appointed; and

That for business conducted under this order of reference, the provisions of Standing Orders 38 (b), (c), and (d) and 134 (c) and (d) shall be suspended.

That the Committee is authorized to present interim reports summarizing each hearing to the House, or deposit interim reports with the Clerk if the Legislature is not in session; and

That the Committee’s final report shall be a compilation of all interim reports; and

That the Committee shall be dissolved 30 days following the Government House Leader indicating in writing to the Speaker that the Committee is no longer required; and

That the Committee’s final report shall be tabled in the House, or deposited with the Clerk if the Legislature is not in session, before the Committee is dissolved; and

That if the Committee fails to meet this deadline the cumulative interim reports shall be deemed to be the Committee’s final report and deemed to be tabled on the date that the Committee is dissolved; and

That an Order shall be placed on the Orders and Notices Paper for discussion of the Final Report of the Select Committee on Emergency Management Oversight following its presentation to the House – July 15, 2020.

5. The Speaker informed the House that, pursuant to the Order of the House dated March 19, 2020, he had received from the Government House Leader a letter indicating that it is in the public interest for Committees to resume regular business as of September 21, 2020 (Sessional Paper No. 560) – September 14, 2020.

3. That, pursuant to Standing Order 108, the following Standing Committees be appointed for the duration of the 42^nd Parliament and that the membership of these Committees be as follows: [See individual Committees for membership] – July 26, 2018.

That the Chair, the Clerk of the Standing Committee on Public Accounts and one Member of each of the recognized parties be authorized to adjourn to Charlottetown, Prince Edward Island to attend the annual meeting of the Canadian Council of Public Accounts Committees in September 2018 – September 20, 2018.

7. That, pursuant to Standing Order 47 and notwithstanding any other Standing Order or Special Order of the House relating to Bill 4, An Act respecting the preparation of a climate change plan, providing for the wind down of the cap and trade program and repealing the Climate Change Mitigation and Low-carbon Economy Act, 2016, when the Bill is next called as a Government Order, the Speaker shall put every question necessary to dispose of the Second Reading stage of the Bill without further debate or amendment; and

That, at such time the Bill shall be ordered referred to the Standing Committee on General Government; and

That, each member of the subcommittee and the independent member of the Committee provide the Clerk of the Committee with a prioritized list of presenters to be scheduled, chosen from the list of all interested presenters received by the Clerk by 5:00 p.m. on Thursday, October 11, 2018; and

That, one selection of the independent member of the Committee be scheduled by the Clerk of the Committee for each day of public hearings.

That each witness will receive up to ten minutes for their presentation followed by ten minutes for questions from Committee members with two minutes allotted to the independent member of the Committee for questioning and eight minutes divided equally amongst the recognized parties for questioning; and

That the deadline for filing written submissions be 6:00 p.m. on Wednesday, October 17, 2018; and

That the deadline for filing amendments to the Bill with the Clerk of the Committee shall be 12:00 p.m. on Friday, October 19, 2018; and

That the Standing Committee on General Government shall be authorized to meet on Monday, October 22, 2018, from 9:00 a.m. to 10:15 a.m. and from 2:00 p.m. to 6:00 p.m., and Wednesday, October 24, 2018, from 9:00 a.m. to 10:15 a.m. and from 2:00 p.m. to 8:00 p.m. for clause-by-clause consideration of the Bill; and

That on Wednesday, October 24, 2018, at 5:30 p.m., those amendments which have not yet been moved shall be deemed to have been moved, and the Chair of the Committee shall interrupt the proceedings and shall, without further debate or amendment, put every question necessary to dispose of all remaining sections of the Bill and any amendments thereto. At this time, the Chair shall allow one 20-minute waiting period pursuant to Standing Order 129(a); and

That the Committee shall report the Bill to the House no later than Thursday, October 25, 2018.

In the event that the Committee fails to report the Bill on that day, the Bill shall be deemed to be passed by the Committee and shall be deemed to be reported to and received by the House; and

That, upon receiving the report of the Standing Committee on General Government, the Speaker shall put the question for adoption of the report forthwith, and at such time the Bill shall be ordered for Third Reading, which Order may be called that same day; and

That, when the Order for Third Reading of the Bill is called, two and one-half hours of debate shall be allotted to the Third Reading stage of the Bill with one hour allotted to the Government; one hour allotted to Her Majesty’s Loyal Opposition; twenty minutes to the Independent Liberal Members, and ten minutes allotted to the Independent Green Member; and

That at the end of this time, the Speaker shall interrupt the proceedings and shall put every question necessary to dispose of this stage of the Bill without further debate or amendment; and

That, notwithstanding Standing Order 81(c), the Bill may be called more than once in the same sessional day; and

That the vote on Third Reading may be deferred pursuant to Standing Order 28(h); and

That, in the case of any division relating to any proceedings on the Bill, the division bell shall be limited to 10 minutes – October 3, 2018.

8. That, pursuant to Standing Order 47 and notwithstanding any other Standing Order or Special Order of the House relating to Bill 36, An Act to enact a new Act and make amendments to various other Acts respecting the use and sale of cannabis and vapour products in Ontario, when the Bill is next called as a Government Order, the Speaker shall put every question necessary to dispose of the Second Reading stage of the Bill without further debate or amendment; and

That, at such time the Bill shall be ordered referred to the Standing Committee on Social Policy; and

That the Standing Committee on Social Policy be authorized to meet on Thursday, October 11, 2018 from 12:30 p.m. to 6:00 p.m., and Friday, October 12, 2018 from 9:00 a.m. to 12:00 p.m. for public hearings on the Bill; and

That the Clerk of the Committee, in consultation with the Committee Chair, be authorized to arrange the following with regard to Bill 36:

• That the deadline for requests to appear be 5:00 p.m. on Friday, October 5, 2018; and

• That, the Clerk of the Committee provide a list of all interested presenters to each member of the Sub-committee following the deadline for requests to appear by 11:00 a.m. on Tuesday October 9, 2018; and

• That, each member of the Sub-committee provide the Clerk of the Committee with a prioritized list of presenters to be scheduled, chosen from the list of all interested presenters received by the Clerk, by 5:00 p.m. on Tuesday October 9, 2018; and

• That each witness will receive up to ten minutes for their presentation followed by ten minutes for questions divided equally amongst the recognized parties; and

That the deadline for filing written submissions be 12:00 p.m. on Friday, October 12, 2018; and

That the deadline for filing amendments to the Bill with the Clerk of the Committee shall be 6:00 p.m. on Friday, October 12, 2018; and

That the Standing Committee on Social Policy shall be authorized to meet on Monday, October 15, 2018 from 9:00 a.m. to 10:15 a.m. and from 2:00 p.m. to 8:00 p.m. for clause-by-clause consideration of the Bill; and

That on Monday, October 15, 2018 at 5:30 p.m., those amendments which have not yet been moved shall be deemed to have been moved, and the Chair of the Committee shall interrupt the proceedings and shall, without further debate or amendment, put every question necessary to dispose of all remaining sections of the Bill and any amendments thereto. At this time, the Chair shall allow one 20-minute waiting period pursuant to Standing Order 129(a); and

That the Committee shall report the Bill to the House no later than Tuesday, October 16, 2018. In the event that the Committee fails to report the Bill on that day, the Bill shall be deemed to be passed by the Committee and shall be deemed to be reported to and received by the House; and

That, upon receiving the report of the Standing Committee on Social Policy, the Speaker shall put the question for adoption of the report forthwith, and at such time the Bill shall be ordered for Third Reading, which Order may be called that same day; and

That, when the Order for Third Reading of the Bill is called, two hours of debate shall be allotted to the Third Reading stage of the Bill with fifty minutes allotted to the Government; fifty minutes allotted to Her Majesty’s Loyal Opposition; ten minutes to the Independent Liberal Members, and ten minutes allotted to the Independent Green Member; and

That at the end of this time, the Speaker shall interrupt the proceedings and shall put every question necessary to dispose of this stage of the Bill without further debate or amendment; and

That, notwithstanding Standing Order 81(c), the Bill may be called more than once in the same sessional day; and

That, except in the case of a recorded division arising from morning Orders of the Day pursuant to Standing Order 9(c), no deferral of the Second Reading or Third Reading vote shall be permitted; and

That, in the case of any division relating to any proceedings on the Bill, the division bell shall be limited to 10 minutes – October 3, 2018.

9. That, notwithstanding the Order of the House dated October 3, 2018, the Standing Committee on General Government be authorized to sit until 6:30 p.m. tonight – October 17, 2018.

10. That, pursuant to Standing Order 47 and notwithstanding any other Standing Order or Special Order of the House relating to Bill 34, An Act to repeal the Green Energy Act, 2009 and to amend the Electricity Act, 1998, the Environmental Protection Act, the Planning Act and various other statutes, when the Bill is next called as a Government Order, the Speaker shall put every question necessary to dispose of the Second Reading stage of the Bill without further debate or amendment; and

That, the vote on Second Reading may not be deferred pursuant to Standing Order 28(h); and

That, at such time the Bill shall be ordered referred to the Standing Committee on Social Policy; and

That the Standing Committee on Social Policy be authorized to meet on Monday, October 29, 2018 and Tuesday, October 30, 2018 from 3:00 p.m. to 6:00 p.m. for public hearings on the Bill; and

That the Clerk of the Committee, in consultation with the Committee Chair, be authorized to arrange the following with regard to Bill 34:

• That the deadline for requests to appear be 2:00 p.m. on Thursday, October 25, 2018; and

• That, the Clerk of the Committee provide a list of all interested presenters to each member of the Sub-committee and their designate following the deadline for requests to appear by 5:00 p.m. on Thursday, October 25, 2018; and

• That, each member of the Sub-committee or their designate provide the Clerk of the Committee with a prioritized list of presenters to be scheduled, chosen from the list of all interested presenters received by the Clerk, by 12:00 p.m. on Friday, October 26, 2018; and

• That each witness will receive up to ten minutes for their presentation followed by ten minutes divided equally amongst the recognized parties for questioning; and

That the deadline for filing amendments to the Bill with the Clerk of the Committee shall be 12:00 p.m. on Monday, November 5, 2018; and

That the Standing Committee on Social Policy shall be authorized to meet on Monday, November 12, 2018 from 9:00 a.m. to 10:15 a.m. and from 2:00 p.m. to 8:00 p.m. for clause-by-clause consideration of the Bill; and

That the Committee shall report the Bill to the House no later than Wednesday, December 11, 2019. In the event that the Committee fails to report the Bill on that day, the Bill shall be deemed passed by the Committee and shall be deemed to be reported to and received by the House; and

• That the deadline for filing amendments to the Bill with the Clerk of the Committee shall be 6:00 p.m. on Monday, June 15, 2020; and

65. That in addition to the mandate set out for the Standing Committee on Government Agencies in Standing Order 111(f), the Committee be authorized to retroactively review selections made from Certificates tabled between March 6, 2020 and August 21, 2020, inclusive; and

That this additional mandate be effective for the Fall 2020 meeting period and any extension thereof; and

That, to facilitate this additional mandate, the following rules and procedures apply to the Committee and Sub-committee on Committee Business:

(a) In addition to the selections made by members of the Sub-committee on Committee Business pursuant to Standing Order 111(f)(3), Sub-committee members are further permitted to select from previously made selections on any Certificate tabled between March 6, 2020 and August 21, 2020, inclusive.

(b) Sub-committee members shall submit their retroactive selections made pursuant to clause (a) to the Clerk at the time they submit selections from current Certificates.

(c) Retroactive selections made pursuant to clause (a) shall be effective for 30 days and, while effective, may be scheduled by the Committee pursuant to its usual process.

(d) There shall be no limit to the number of times a retroactive selection may be made.

That, for the purposes of this Order, when applying Standing Order 111(f)(5), (7), and (8), the term “intended appointee” shall be deemed to refer to any previously appointed candidates who are selected for retroactive review by the Committee; and

That the provisions of Standing Order 111(f)(6) shall not apply to consideration of retroactive reviews under this Order; and

That the Chair of the Committee on the advice of the Clerk is authorized to institute or amend any administrative process of the Committee to facilitate the requirements of this Order; and

That, notwithstanding any provision of this Order, once the Committee has reviewed an appointment, that appointment may not be reviewed a subsequent time – September 22, 2020.

66. That when the Bill is next called as a Government Order, the Speaker shall put every question necessary to dispose of the Second Reading stage of the Bill without further debate or amendment; and

That, at such time, the Bill shall be ordered referred to the Standing Committee on General Government; and

That the Standing Committee on General Government be authorized to meet on Thursday, March 25, 2021 from 9:00 a.m. until 10:00 a.m. to receive a 20-minute opening statement on the Bill, jointly, from the Minister of Infrastructure and the Minister of Municipal Affairs and Housing, followed by 40 minutes of question and answer divided into two rounds of 7.5 minutes for the Government Members, two rounds of 7.5 minutes for the Official Opposition Members, and two rounds of 5 minutes for the independent Member of the Committee; and

That the Clerk of the Standing Committee on General Government, in consultation with the Committee Chair, be authorized to arrange the following with regard to the Bill:

• That the deadline for requests to appear be 12:00 noon on Wednesday, March 24, 2021; and

• That the Clerk of the Committee provide a list of all interested presenters to each member of the Sub-committee and their designate following the deadline for requests to appear; and

• That the deadline for written submissions be 7:00 p.m. on Friday, March 26, 2021; and

• That the deadline for filing amendments to the Bill with the Clerk of the Committee shall be 12:00 noon on Monday, March 29, 2021; and
