National Security Context

The Government of Canada provides an integrated approach to key security issues aimed at protecting Canada and Canadians. Terrorism is a serious threat to the security of Canada and Canadians. Canadians have been victims of terrorist attacks, most notably during the 1985 bombing of an Air India flight from Toronto. After September 11, 2001 the Government determined that it was necessary to strengthen the legislative response to terrorism. This included adding specific terrorism offences and other provisions to the Criminal Code that were designed to prevent acts of terrorism and address specifically the true operational nature of terrorism.
