PRRS Eligibility

Who can submit proposals?

A wide variety of individuals and organizations are eligible for funding and are invited to submit applications:

  • Canadian not-for-profit organizations such as professional and industry associations, non-governmental organizations (NGOs), and educational institutions;
  • Canadian provincial, territorial, municipal and local governments, and public agencies;
  • Individuals from Canada or other countries, such as researchers and students (undergraduate, graduate or post-graduate (doctoral)); and
  • International organizations.

Departments, Agencies, Crown Corporations, members of the House of Commons and employees of the Government of Canada are not eligible for contributions under PRRS.

What activities and projects are eligible?

To be eligible for PRRS funding, proposed activities and products must:

  • Address one or more of the objectives of PRRS;
  • Clearly indicate how they address one or more of Infrastructure Canada's current research priorities; and
  • Satisfy all of the informational requirements for proposals.

What costs are eligible?

Eligible costs will be specified in a contribution agreement with Infrastructure Canada. These costs must be incremental to the proposed activity or product and must be incurred after the execution of the contribution agreement.

Eligible costs can include:

  • Salaries and benefits of the recipient and of individuals employed by the recipient that are directly related to the activity or product;
  • Fees of consultants and contracts for professional or other services;
  • Direct research study expenses, including research assistance and fieldwork expenses, when supported by appropriate documentation;
  • Costs related to the dissemination of the results of the activity or product such as translation, costs of developing a web-based information system, costs associated with the circulation of findings or costs of preparing a research manuscript for publication;
  • General administration costs of the activity or product, including leasing of space, leasing of furniture, leasing or purchasing of equipment such as computer and telephone equipment, required for the activity or product; and
  • Other costs that are considered to be direct and necessary for the successful implementation of the agreement, including reasonable travel, data collection, and audit and evaluation.

What costs are not eligible?

Costs related to the following items are not eligible:

  • Capital acquisitions, real estate fees and related costs, financing charges and loan interest payments;
  • Services or works normally provided by the recipient incurred in the course of its usual business, except those specified as eligible costs;
  • Any goods and services that are received through donation or in-kind;
  • Provincial Sales Tax and the Goods and Services Tax for which the recipient is eligible for a rebate, and any other costs eligible for rebates;
  • Legal fees;
  • Administrative charges and fees and overhead costs; and
  • Leasing of office space, furniture and equipment that are not required for the activity or product.
