Evaluation Guidelines

The Evaluation Unit has prepared a series of Evaluation Guidelines to help Centre managers, staff, and partners with their evaluation work.  The purpose of the guidelines is to improve the quality and consistency of evaluations in the Centre and enhance evaluation capacity through the promotion and use of high-quality information targeted to specific evaluation tasks and issues.

The guidelines reflect Centre policy on evaluation so please ensure that all internal and external evaluators are aware of these guidelines (particularly guidelines 3 & 4 as they outline what is expected in terms of formatting reports and the criteria by which quality is assessed).  If you have another topic for a guideline to suggest, please let us know.  The guidelines are also available in French.

2 - Evaluation Planning in Program Initiatives 2004-04-08
The purpose of this guideline is to outline the evaluation planning requirements for prospectus preparation. This guideline will review the role of evaluation in the Centre, the required elements of an evaluation plan for inclusion in the prospectus and the process for evaluation plan modifications through the Program Initiative (PI) annual workplan. This guideline replaces the 1997 manual "Planning, Monitoring, and Evaluation of Programme Performance”. Open file

3 - Formatting Evaluation Reports at IDRC 2004-04-07
The Evaluation Unit maintains a physical and electronic inventory of all evaluations conducted by, or for, the Centre and keeps statistics on the profile of evaluators involved with evaluation processes. The purpose of this guideline is to provide ideas and suggestions for identifying the intended uses of an evaluation. It draws attention to the importance of identifying the uses of the evaluation from the initial planning stage and provides ‘further readings’ and ‘web resources’. Open file

8 - Selecting and Managing an Evaluation Consultant or Team 2004-04-02
The purpose of this guideline is to provide ideas and suggestions for selecting and managing an evaluation consultant or evaluation team. It is designed to shed light on when an external evaluator/team should be employed and, what factors should be considered when selecting them. 10 - Filing rPCR in iRIMS January 2006
roling Project Completion Report (rPCRs) are filed in iRIMS project folders.  Using iRIMS will allow staff to keep track of rPCRs and retreive them by stage, by PI or as a complete list. Open file
