- Biotechnology should be seen as just one possible set of options for sustainable development to be assessed by Centre-supported research (i.e. The Centre should avoid the pitfalls of letting the technology drive the programming).
- The Centre will continue to support evidence-based capacity building research in the South.
- Programming will build on the strengths of all three program areas.
- Given the polarized nature of the debate—particularly in the agrobiodiversity field, in particular GMOs—the Centre will strive to maintain its role as a non-partisan broker and support research that helps address the conflicts.
- The Centre will encourage and support developing-country researchers to identify Southern needs.
- Pro-poor approaches and poverty reduction objectives are important dimensions.
