Electricity & Gas Meter Shop Services

The purpose of this communiqué is to inform Measurement Canada staff and Electricity and Gas clients of decisions made regarding the discontinuation of meter shop services provided by Measurement Canada.

Following consultation with clients at the Canadian Forum for Trade Measurement 2001, the following decisions were made:

Discontinued Meter Shop Services

All meter shop services already discontinued by Measurement Canada will continue to be provided through alternate service delivery by organizations recognized under the Accreditation Program. These services consist of the verification and reverification of:

    • Single Phase Energy Meters (includes mechanical and electronic meters and meters that contain pulse outputs)
      Measurement Canada ceased providing verification and reverification services, at meter shops, for single phase energy meters as of April 1, 2000.
    • Polyphase Energy Meters (includes mechanical and electronic meters and meters that contain pulse outputs)
      Measurement Canada ceased providing verification and reverification services, at meter shops, for polyphase energy meters as of April 1, 2000.
    • Mechanical/Thermal Demand Meters (includes combination energy/demand)
      Measurement Canada ceased providing verification and reverification services, at meter shops, for mechanical/thermal demand meters as of January 1, 2001.
    • Electronic Demand Meters (includes static combination energy/demand and hybrid combination energy/demand; does not include multiple customer metering systems)
      Measurement Canada ceased providing verification and reverification services, at meter shops, for electronic demand meters as of April 1, 2001.
    • Small Diaphragm Meters (500 ft3/hr or 14.15 m3/hr)
      Measurement Canada ceased providing verification and reverification services, at meter shops, for small diaphragm meters (500 ft
      3/hr or 14.15 m3/hr) as of April 1, 2000.
    • Large Diaphragm Meters (500 ft3/hr or 14.15 m3/hr)
      Measurement Canada ceased providing verification and reverification services, at meter shops, for large diaphragm meters (500 ft
      3/hr or 14.15 m3/hr) as of April 2, 2001.

Services Still Provided by Measurement Canada

Data collected during the 2001 meter shop survey could not be validated. Therefore, future decisions regarding the discontinuation of meter shop services have been put on hold until accurate data can be gathered. Measurement Canada will be working with its district offices, as well as accredited clients, in order to acquire accurate data during 2002. Measurement Canada will obtain data on the capacity of accredited organizations to provide services during surveillance audit activities. The demand for services still provided by Measurement Canada will be obtained from Measurement Canada district offices. Measurement Canada will continue to provide meter shop services for the following types of meters until such time as decisions can be made regarding the further withdrawal of inspection services:
    • Multiple Customer Metering Systems
    • Telemetering Devices (includes AMRs, prepayment systems, pulse transmitters, etc. - refer to Bulletin GEN-19, a copy of which can be obtained from the Measurement Canada's web site at the following direct link: Bulletins - General.)
    • Temperature Sensors, Digital Recorders, and Pulse Recorders
    • Rotary Meters
    • Turbine Meters
    • Mechanical Conversion Devices
    • Electronic Conversion Devices (includes flow computers)
    • Orifice Plates
    • Orifice Meter Runs
    • Compressed Natural Gas Dispensers (also known as NGVs)

In addition, Measurement Canada will provide inspection services for meter types and models that are not included in the scope of any accredited organizations.
Measurement Canada continues to encourage organizations to become accredited for all types of devices. Once the capacity of accredited organizations to deliver services for a certain device type exceeds the predicted demand for services, Measurement Canada will withdraw services for that device type.

Meeting Legal Requirements

Clients who cannot secure inspection services from accredited organizations, and as a result find themselves in a situation where they cannot meet the legal requirements of the Electricity and Gas Inspection Act, should contact one of the Measurement Canada representatives listed below. Measurement Canada will assist the organization to acquire services from an accredited organization, or in the case of meter types or models for which no organization is accredited, Measurement Canada will provide the necessary inspection services directly. Measurement Canada will keep track of these requests for assistance, in order to gauge if the capacity of accredited organizations to deliver services has diminished.
