Measurement Canada requirements

The applicant shall maintain current copies of (or access to) the applicable act and its associated regulations, specifications, bulletins and Notices of Approval.

Measurement Canada requirements applicable to Weights and Measures

Accredited organizations shall provide to their recognized technicians current copies of the following documents:

  • the Weights and Measures Act and Regulations;
  • applicable ministerial specifications;
  • applicable Measurement Canada bulletins;
  • applicable device inspection procedures (Field Inspection Manual, Inspection Procedure Outlines and Standard Test Procedures);
  • calibration certificates for physical standard use;
  • applicable Notices of Approval;
  • Weights and Measures Inspection Certificate Completion Manual; and
  • any other document required for device inspection and certification

Measurement Canada requirements

Prior to implementation, all document and data changes regarding inspection procedures or changes which may affect the ability of or manner in which the organization ensures that devices meet the requirements of the applicable Act shall be reviewed and accepted by Measurement Canada. (See section 5.4 for further details)

4.6 Purchasing

Measurement Canada requirements

All activities that are contracted shall meet the requirements of the purchasing element of this standard.

Measurement Canada requirements applicable to Weights and Measures

Accredited organizations may contract out the assembly and installation of devices (vehicle scales, hopper scales, loading rack meters, etc.). However, they shall provide all the necessary instructions, plans, blueprints, etc.; and shall exercise the necessary controls to ensure that the assembly and installation is done by the sub-contractor in accordance with all the device manufacturer’s specifications and instructions, and in accordance with Measurement Canada requirements.

Measurement Canada Requirements applicable to Electricity and Gas

For the purpose of obtaining accreditation pursuant to the Electricity and Gas Inspection Act and Regulations, in instances where accredited organizations contract out, the following shall apply:
  • activities subcontracted by an accredited organization are considered to be part of its operations. Even if these activities are not directly performed by the accredited organization, the organization shall address the activities as part of their quality managementsystem. This includes documenting how the accredited organization will evaluate the subcontractor. Subcontractors may also be subject to Measurement Canada audit.
  • accredited organizations that subcontract for the provision of the services listed below shall ensure that the subcontractor has been evaluated and performs these activities in a controlled manner:
      a) compliance sample lot formation and selection;
      b) validation and authorization of compliance sample lot formation and selection;
      c) retrieval of compliance sample meters;
      d) cleaning and calibration of meters for reverification, excluding compliance sample meters;
      e) inspection during verification, reverification (including compliance sampling), sealing issuing and retention of inspection certificates;
      f) handling, storage, preservation and delivery;
      g) quality and inspection records; and
      h) internal audits
  • In all instances, when an accredited organization subcontracts device related activities, the organization is responsible for ensuring that the device related activities are carried out in a controlled manner. The accredited organization shall set out the criteria and the basis for the selection of subcontractors.
    The following services shall only be subcontracted to organizations that are also accredited to perform these activities:

      a) validation and authorization of compliance sample formation and selection;
      b) final inspection during verification, reverification (including compliance sampling), sealing of meters; and
      c) issuing and retention of inspection certificates.

    Inspection, sealing, and issuing of the inspection certificate for any meter shall be performed by the same organization.
  • Accredited meter service providers may only subcontract the selection of compliance sample meters where a Measurement Canada approved methodology is used. The validation and authorization of compliance sample lot formation and sample selection may only be performed by an organization which is accredited for compliance sampling of that meter type.
  • For retrieval of compliance sample meters, conducted by non-accredited organizations, the handling, storage, preservation and delivery activities shall be evaluated by the accredited organization which is subcontracting these services.
  • In the case of shipping devices post inspection (including the return of compliance sample meters), the handling, storage, preservation and delivery requirements are to be applied to the original point of shipment. This does not absolve a meter owner or contractor from the responsibilities arising from section 16 of the Electricity and Gas Inspection Act. Measurement Canada may periodically monitor the performance of in-service meters. Any non-conformances arising from these monitoring activities shall be addressed by the meter owner.

Measurement Canada requirements

For the purpose of obtaining Measurement Canada accreditation, the organization shall ensure that only Measurement Canada approved devices and components are purchased, when these devices and components are intended to be used for obtaining the basis of a charge.

Measurement Canada requirements applicable to Weights and Measures

The organization shall maintain records which track names and addresses of the initial point of shipment of devices that are sold, leased or otherwise disposed of for use in trade. These records shall indicate the devices’ serial numbers. Measurement Canada shall have access to these records in order to plan follow up inspections of devices inspected by accredited companies.
