2.0 Requirements for the organization
2.1 Compliance with requirements

2.2 Recognized technicians
This requirement applies to technicians who will perform work on behalf of the organization in its capacity as designated inspector for Measurement Canada.
The declaration regarding a criminal offence can be sent directly by the organization's top management to the President of Measurement Canada or to the local Measurement Canada District Manager (who would in turn forward it to the President). This declaration from top management should be in writing and also include a statement confirming if, to the best of their knowledge, the past offence has no negative impact on the individual's present behaviour or negative effect upon his job performance. The statement should also include the duration of employment of the individual by the organization.
The decision made by the President of Measurement Canada will be communicated to the organization's top management or to the local District Manager, as applicable, as to whether the technician can be added to or remain in Schedule A.
Measurement Canada is subject to the Access to Information Act which provides for non-disclosure of certain third party information provided to the agency and to the Privacy Act which govern the use and disclosure of all personal information under the control of government institutions unless the personal information is excluded by virtue of being publicly available. The general principle is that personal information may only be used for purposes allowed by the Privacy Act and may only be disclosed in accordance with the Act.
2.3 Technician training and competency

2.4 Reference documents
Reference documents such as the applicable Act, regulations, bulletins, procedures may be provided in hard copy or in electronic format, e.g., on CD. Organizations are encouraged to use Measurement Canada published procedures but have the flexibility to propose other procedures that achieve the same results, however these procedures will have to be accepted by Measurement Canada Technical Specialists.
2.5 Physical Standards
While Measurement Canada will issue all calibration certificates, the calibration work may be performed by a calibration laboratory that Measurement Canada recognizes.
Calibration frequency must be determined in accordance with section 56 of the .
Registered organizations may borrow or rent Measurement Canada certified test standards (designated as local standards) from other registered, accredited or non-accredited organizations.
The following standards require particular attention and must be monitored as indicated:

2.6 Service and inspection of devices used in trade
Technicians will take the necessary measures to ensure that devices for use in trade that are being put back into service following repair, maintenance or adjustment meet all requirements of the Weights and Measures Act, Regulations and Specifications.
Measurement Canada expects organizations’ management to make the necessary arrangements to ensure that work done by all of their technicians, particularly maintenance, repairs, adjustments and calibrations, meets the requirements of the Weights and Measures Act, Regulations and Specifications.
A report of an infraction via phone call is acceptable as long as it is followed by a written notice within 48 hours.
Examples of infractions to the use requirements are as follow:
- a scale is not properly set to zero before use;
- split weighing is suspected or observed;
- a meter is operated below its approved minimum flow rate;
- use of a not legal for trade device; a device is used fraudulently.
2.7 Forms, reports, certificates, seals, inspection markings, verification indicators and rejection tags
Appendices and the Weights and Measures Inspection Certificate Completion Manual provide all necessary details.
2.8 Device traceability

2.9 Planning follow-up inspections
Registered organization will provide all the necessary assistance to Measurement Canada personnel in planning and conducting follow-up inspections.
Measurement Canada must have access to all necessary information (see section 2.7 of Terms and Conditions) in order to plan follow-up inspections of devices inspected by registered organizations.
