The Canada-Manitoba Farm Stewardship Program (CMFSP) provides eligible producers in Manitoba with financial and technical assistance to develop and implement viable and environmentally sustainable practices.

Who can participate in the program?

Manitoba producers who have completed an Environmental Farm Plan (EFP) and have received a Statement of Completion certificate are eligible under the CMFSP for financial and technical assistance to implement one or more of the beneficial management practices (BMPs).

What is a beneficial management practice?

A beneficial management practice is defined as any agricultural management practice which:

  1. Ensures the long-term health and sustainability of land-related resources used for agricultural production;
  2. Positively impacts the long-term economic and environmental viability of the agricultural industry; and
  3. Minimizes negative impacts and risk to the environment.

What beneficial management practices (BMPs) are eligible?

A wide range of practices are supported under the CMFSP for financial and technical assistance, including BMPs addressing manure and nutrient management, water quality, improved crop management, riparian management and wildlife management. A complete list of BMPs offered under the CMFSP is provided below with links to the BMP Description Sheets, which provide more information on eligible practices, and the level of financial support available for each practice.

How to apply?

Eligible producers in Manitoba receive an information package on the CMFSP when they attend an EFP workshop. After producers have completed an Environmental Farm Plan (EFP) and have received their Statement of Completion certificate from the Farm Stewardship Association of Manitoba, producers attach a copy of the certificate to a completed CMFSP application form and mail it to Agriculture and Agri-Food Canada. It is important that project planning and application forms are completed as accurately as possible. Contacts for technical assistance are identified for each BMP on the BMP Description Sheets. In addition, the application guide (in pdf format) provides general instructions for filling out the CMFSP application form.

Producers can choose one or more of the BMPs offered in Manitoba; however, one application form must be filled out for each BMP category. Producers are eligible for a maximum of $30,000 over the life of the program.

What are the deadlines for submitting application forms?

There are four periods annually that application forms can be submitted for approval. Application forms should be submitted prior to the deadline dates listed below to ensure it is received in time for consideration in the approval process.

  • February 15
  • April 15
  • July 15
  • October 15

The Canada-Manitoba Farm Stewardship Program ends March 31, 2008.

Please ensure the application forms are mailed prior to the deadline dates and include a copy of your Statement of Completion for your EFP.

Reviewing your Application Form and Project Approvals

The information contained on the CMFSP application form will be used to screen proposed projects to ensure all required information has been provided and that applicants have completed an Environmental Farm Plan (EFP). Applications are rated based on the merit of each proposed project and how closely they match the CMFSP objectives. The highest-rated projects will receive funding ahead of the lower-rated projects.

Notification of project approval will be mailed to producers. Written project approvals must be received before any construction, purchases, or other related works are undertaken.

After written approval has been received, producers can complete their projects as outlined. Producers will receive funding through the CMFSP after the project has been completed and all required receipts and documentation have been verified.

NOTE: As part of the approval process, all BMPs and projects will be subject to the Canadian Environmental Assessment Act (CEAA), which may require additional information and the completion of an Environmental Assessment. If necessary, Agriculture and Agri-Food Canada staff will contact producers for additional information and complete the Environmental Assessment.
