The program has three general mandates:
  • To ensure the service of chemical warfare agent testing Veterans is properly recognized, for example in memorial plaques, certificates of appreciation, and remembrance activities.
  • To administer the award of payments to Canadian Veterans who volunteered for experiments. Eligible Veterans will be offered a one-time tax-free payment of $24,000 in recognition of their service to Canada. This is in addition to pension benefits to which these Veterans may be entitled.
  • To refer to Veterans Affairs Canada those Veterans who may have incurred a service related injury during the course of their service in chemical warfare agent testing.
