LOUISE MONTAGUE is Chief Operating Officer and Vice President of Canada Investment and Savings. Since April 2005, Ms. Montague has headed the federal Department of Finance's Special Operating Agency responsible the Canada Savings Bonds program. Ms. Montague is responsible for the overall strategic direction of CI&S and oversees day-to-day operations for Canada's retail debt program, which includes Canada Savings Bonds and the Payroll Savings Program.

Ms. Montague joined Canada Investment and Savings in 1999 as Vice-President, Sales and Distribution, with the responsibility of managing sales through financial institutions and the Payroll Savings Program. Ms. Montague has held a number of senior executive positions within the financial services industry and has extensive experience in improving organizational efficiency through disciplined sales management practices.

PAUL BAILEY, Vice-President, Marketing Services, Canada Investment and Savings, brings to the agency 29 years of valuable marketing experience in the financial services and communications fields. Mr. Bailey has been instrumental in the successful re-branding of New Canada Savings Bonds. In Fall 2002, the New Canada Savings Bonds program took the innovative step of promoting government services through direct response television (DRTV), which gained much publicity.

Before joining CI&S; in 1996, Mr. Bailey was an integral part of the restructuring process at the Canadian Imperial Bank of Commerce. He successfully shifted the emphasis of the bank's advertising campaign, from a focus on product to a focus on customer-driven sales. Mr. Bailey also oversaw the high-profile Freedom 55 program at London Life Insurance Company.

TONY BUCCONGELLO is Acting Vice-President of Sales and Distribution for Canada Investment and Savings, effective April 2005. Tony oversees the Payroll sales force as well as leads the relationships with the various financial institutions acting as sales agents for Canada Savings Bonds.

Tony brings 20 years of sales, sales management and marketing experience. In his prior roles as Vice-President of Diners Club for Citibank Canada, and as District Sales Manager for UPS Canada, Tony has been responsible for the success of numerous large strategic partnerships in both the private and public sectors.

Tony is a graduate of Concordia University (B. Comm) in Montreal.

CLIFFORD PRUPAS joined Canada Investment and Savings in August 1996 as Vice-President, Product Management, bringing with him a comprehensive knowledge of savings and investment products. His responsibilities include product development and strategic planning, including e-business.

Mr. Prupas is an innovator in product management in the retail field. Prior to joining CI&S;, he was the Assistant General Manager for Retirement and Term Deposits with the Bank of Nova Scotia. Prior to that, he also served with Eaton Bay Financial Services in product management and marketing.

Mr. Prupas received his Masters of Business Administration from McGill University and a Bachelor of Science from Concordia University (formerly Sir George Williams University).

DALE FLECK, Chief of the Debt Administration Office (DAO) at the Bank of Canada, has primary responsibility for day-to-day activities of the DAO and for the management of the EDS Canada Inc. contract. Mr. Fleck also shares accountability for ensuring the Bank's effective participation with its retail debt partners. He was a key member of both the project and negotiation teams that outsourced the Retail Debt Operations to EDS. Dale started at the Bank in 1974, and has held many positions in several different areas within the Bank, including five years in Government Securities Services.
