Foreign Worker Programs: Health Care

This page contains information related to the facilitated processing of foreign workers by Human Resources Development Canada (HRDC) in Ontario in the following health care fields:

 

Nursing

An agreement has been reached with industry representatives, the Ontario Government and the Ontario Regional HRDC office that allows for the streamlined processing of confirmation requests for foreign workers qualified to work in 12 speciality nursing occupations.

Nurses who are citizens of the United States or Mexico may be employed by Canadian health care facilities pursuant to Professional category of the North American Free Trade Agreement (NAFTA) without recourse to the HRDC confirmation process. Pharmacy

The Ontario Regional office of HRDC, in consultation with the Ontario College of Pharmacists, has developed a streamlined procedure for processing confirmation requests for foreign trained pharmacists. Details of the process are available on the Pharmacy page.

 

Physician

Human Resources Development Canada (HRDC) and the Ministry of Health and Long Term Care (MOHLTC) have introduced changes that will streamline and expedite the application process for Ontario employers hiring qualified foreign physicians.

The new process will apply to:

  • Offers of employment in geographic areas designated as under serviced by MOHLTC.

    Or

  • offers of employment made after a suitable Canadian recruitment search.

Recognizing the growing need for physicians in Ontario and the challenges facing employers in today's competitive climate, MOHLTC has provided HRDC/Ontario Region with a letter of labour market support valid until March 2004. This letter of support has resulted in HRDC eliminating the case-by-case consultation with MOHLTC for each foreign physician hired.

HRDC and MOHLTC have jointly developed the recruitment guidelines that will be utilized in the assessment of the application. Provided the forms are complete, the recruitment guidelines followed and the requisite documents attached, "confirmation" will be provided for both arranged employment (permanent resident applications) and temporary employment of up to three years.

Please note:

  • This streamlined process applies only to foreign physicians that are eligible for a certificate to practice medicine from the College of Physicians and Surgeons of Ontario and who have been offered a job by an Ontario employer to fill a specific vacancy.

  • Academic cross-appointments that include clinical activity and specify a medical doctorate (MD) as a mandatory job qualification, are included.

  • Other medical appointments/assignments such as post-graduate medical trainees, clinical fellows, medical practicums, etc are not included.
