Public Commission Hearings

How do I participate in Public Commission Hearings?

Members of the public are welcome to observe hearings or to formally participate as intervenors. Interventions can be made in either of Canada’s official languages and may be written, or written and oral (an oral intervention alone is not acceptable). Members of the public who wish to observe the proceedings can do so without stating their intention to attend the hearing.

Persons or groups who wish to intervene at a hearing must seek and be granted the status of an intervenor by the Commission. This is done by filing a written request to intervene together with a summary of the information (submission) to be provided to the Commission. The request and submission must be received by the Secretariat by the date set in the published Notice of Public Hearing.

As a guideline for oral interventions during the public hearing day, intervenors are given 10 minutes each for their presentations. There is no guideline applied to the written submissions and intervenors are reminded that the public hearing consists of both what takes place in the hearing room on the designated days and all other information filed on the record for the hearing.

The Commission does not have the authority to provide intervenors with funding or to assist with expenses related to attendance at hearings. In many cases, however, the Commission is able to accommodate participation in its proceedings by teleconference or videoconference. Arrangements for remote participation should be made through the Commission Secretariat.

The Notice of Public Hearing and Agenda are posted on this Web site. The Notice of Public Hearing supplies information on the duration of the hearing (1 or 2 day hearing), its purpose, dates, time, place and the deadlines for filing documents prior to the hearing. If you wish to receive public hearing notices directly, please contact the Commission Secretariat at the address indicated below to have your name added to the mailing list. You can also receive e-mail notification of new information posted on the CNSC Web site by subscribing to our Subscription Centre.
