Mandate: With the formation of the new department, Public Safety is directing its mission towards Working together to build a safer New Brunswick. We intend to accomplish this by:
Providing leadership in the areas of public order and community safety; Providing fair, accessible, community-focused, coordinated programs and services; Ensuring effective inspection and enforcement procedures; Partnering with New Brunswick communities to prevent crime, to assist victims, and to create opportunities for offenders to change; and, Collaborating with the federal government in the administration and delivery of community, correctional, and law enforcement services in New Brunswick.

Mandate: Provides statistical analysis, policy advice and assistance in matters related to the coordination of the Departmental strategic planning process and Federal/Provincial/Territorial relations. In addition, staff provide ministerial support and liaise with central agencies and other departments.

Co-ordinates crime prevention initiatives that involve building partnerships between all levels of government, the volunteer sector, business and the law enforcement community. This section works collaboratively with the federal government on the Community Mobilisation Program that is aimed at helping communities develop sustainable approaches to crime prevention which includes dealing with the root causes of crime.

Mandate: The Legislation Development section is responsible for the coordination and development of relevant departmental legislation, for providing advice, and for ensuring appropriate linkages with other government departments and agencies.

Mandate: Financial and Administration ensures compliance with the requirements of various Acts, Regulations and other established financial guidelines, co-ordinates and administers the fiancial data base of the Department, liaises with central agencies and provides managers with support services in the areas of financial analysis and forecasting.

More specifically, these services include accounting, financial analysis, expenditure projections, co-ordination of the budget process, auditing and liaison with the RCMP respecting financial matters.

Mandate: Human Resource Services provides a comprehensive framework for organizational development, placement and succession planning. It increases the capacity of the Department to recruit, retain and motivate talented employees and it creates a climate that enables employees to develop and use their capabilities to the fullest extent, in order to further both individual and organizational goals. Creating this climate has involved a focused effort on wellness initiatives that promote and enhance the wellbeing of employees. The Department recognizes the positive between employee wellness and increased productivity, improved morale and reduction absenteeism.

Specific responsibilities include personnel administration, payroll, labour relations, human relations, training and program administration, including the official language policy.

Information Technology (Branch)

Mandate: Information Technology provides a broad range of services includes consulting, coordination, system development and support services, installation of computer hardware and software and their application to departmental business processes. The unit provides technical support to approximately 800 networked personal computers and the staff that use these computers at all department offices and institutions located throughout the province. In addition to providing support for the existing technology base within the Department, the unit also performs application development and maintenance on over 40 business applications used in the daily operations of the Department.

Mandate: Policing Services has the responsibility to enhance the efficiency and effectiveness of municipal/regional police forces. Municipal Policing is the primary linkage between the Province and municipal/regional police forces and professional police associations. It is involved in training initiatives, the development of professional standards, and the provision of advice to the policing community.
New Brunswick Emergency Measures Organization (Section)

Mandate: The New Brunswick Emergency Measures Organization (NB EMO) co-ordinates preparedness for emergencies by provincial government departments and municipal governments. At the federal, provincial and municipal levels, planning is the key to emergency preparedness. Alghough, many extraneous factors are at play, a well established and tested emergency plan will help to ensure a prompt and co-ordinated response by responsible agencies in a time of crisis.

NB EMO works at both provincial and municipal levels to ensure that New Brunswick communities are protected by emergency plans. NB EMO district co-ordinators, as well as headquarters staff, are there to help municipalities and local service districts with contingency planning for major emergencies.

NB EMO also co-ordinates provincial response operations during emergencies and administers disaster financial assistance programs.
Provincial Emergency Preparedness  (Section)

Mandate: (a) develop, in conjunction and in co-operation with provincial departments and federal and municipal authorities, a program to ensure the continuity of government in an emergency;
(b) co-ordinate civil emergency preparedness planning and training by departments and agencies of the Government of New Brunswick;
(c) plan civil emergency preparedness measures in respect to matters that are not the responsibility of any department or agency of the Government of New Brunswick or the Government of Canada;
(d) within the guidelines agreed upon with the federal authorities, liaise with and plan for joint operations with adjacent states and provinces for civil emergency preparedness measures of mutual concern;
(e) establish guidelines for training and exercises to be carried out by the provincial departments, agencies, and municipalities; and
(f) co-ordinate provincial operations during a declared peacetime disaster.
