A New Community on LeBreton Flats — Phase 1 Residential
The redevelopment project is being planned in several phases. Phase 1 is under redevelopment. Here are some key points about the LeBreton Flats plan:
- Mixed-use community: This means a variety of housing forms — low-, mid- and high-rise — as well as ground-level retail businesses serving the community and office space in some areas. People will be able to live, work and play within LeBreton Flats.
- Diverse and integrated: Phase 1 will include a mix of housing types, both ownership and rental, from single-occupancy to family-housing units. Twenty-five percent of the units will be geared to different income levels. Twenty-five per cent of Phase 1 housing units will be affordable to people in the 20th, 30th or 40th percentile of household incomes in Ottawa.

- Street-related development: On Booth Street, shops and businesses will open onto the street on a comfortable scale for pedestrians. Where the ground-floor is residential, units will have their front entrances on the street.
- Environmentally responsible: Construction in Phase 1 must be equivalent to LEED (Leadership in Energy and Environmental Design green building rating system) Silver standards for sustainable buildings. The neighbourhood will be built around a major Transitway station and have many pedestrian and cycling connections to other areas of the Capital.
- Green spaces: The new residential area will be surrounded by green spaces. In addition to a festival park and riverfront parkland nearby, across the Flats a historic 19th-century aqueduct will be lined by public space, walkways and recreational pathways. A municipal park planned for the west end of LeBreton Flats.
Selection Process for Phase 1 of Residential Redevelopment
In February 2004, the NCC held its ninth public meeting on the LeBreton Flats Redevelopment Project to present draft design guidelines for Phase 1. In March, it issued a Call for Expressions of Interest and Qualifications so that firms could pre-qualify to bid on the purchase of 4.4 hectares of land east of Booth Street, south of Wellington Street and north of the Aqueduct.
In the fall, the proposals were evaluated against the NCC’s design guidelines for LeBreton Flats, and rated on suitability of development plan approach, quality of conceptual design solutions, affordable housing requirements and other criteria. The tenth public consultation on LeBreton Flats redevelopment was held, and a web-based consultation was also launched.
By the end of 2004, the final choice of Claridge Homes (LeBreton Flats) Ltd. was approved by the NCC board, following the rating process that includes the NCC’s national Advisory Committee on Planning, Design and Realty (ACPDR), a technical evaluation committee, public comments and proponent presentations.
Following this selection process, the NCC received a Treasury Board recommendation and Governor-in-Council approval to conclude the sale agreement.

This is a tremendous opportunity to demonstrate the importance and relevance of the Smart Growth principles in the initial phase of such a significant community and validate the fundamental vision of the NCC that unifies this site with the central core and existing neighbourhoods."
