A Human Resource Plan is a document describing the organization’s human resources goals and means of achieving them over a fixed period of time. An HR plan helps management to clarify and focus on where efforts should be designated and serves as a basis for discussion, as well as offering a benchmark against which actual performance can be measured and reviewed.
