Lieutenant Governor's Medal for Literacy

Call for Nominations - deadline is December 13, 2006

Nominations are being accepted for the Lieutenant Governor's Medal for Literacy in Manitoba. The award is intended to recognize exceptional achievement of an individual, group or project that has made a significant contribution to the field of literacy in Manitoba. The award will pay tribute to literacy practitioners and volunteers whose careers exhibit the highest standard of excellence, dedication, leadership, creativity, and accomplishment in the field of literacy. The late Honourable George Johnson, M.D., former Lieutenant Governor of Manitoba established the Lieutenant Governor's Medal for Literacy in 1990. The Honourable W. Yvon Dumont and the Honourable Peter M. Liba awarded this medal during their term of office. The present Lieutenant Governor, the Honourable John Harvard decided to continue this very worthwhile tradition.

Conditions of the Award

1) The medal shall be known as the Lieutenant Governor's Medal for Literacy.

2) The award shall be presented to recognize exceptional achievement of an individual, group, or project that has made a significant contribution to the field of literacy in Manitoba.

3) The Chairperson of the Selection Committee must receive all nominations no later than the 13th day of December 2006. The Chairperson will be the Deputy Minister of Advanced Education and Training.

4) The Chairperson of the Selection Committee shall refer all nominations received to the Selection Committee who will review the nominations according to predetermined criteria. The makeup of the selection committee and the selection criteria are described herein.

5) A completed nomination form and a description of the achievements of the nominee shall accompany each nomination, which qualify the nominee for the award. The onus is on the nominator to submit the necessary supporting evidence for the Selection Committee to consider. Examples of such supporting evidence are described herein.

6) No award shall be made in any year if, in the opinion of the Selection Committee, no nomination worthy of an award is received.

7) A nomination may be re-submitted in a subsequent year, as all nominations not receiving an award in a given year will lapse at the end of that year.

8) The Selection Committee shall decide on or before the 26th day of January 2007 the recipient, if any, of the award.

9) The Medal will be presented at a ceremony at Government House on Tuesday,
February 27, 2007.


Eligibility For The Lieutenant Governor's Medal For Literacy

In order to be eligible for the Lieutenant Governor's Medal for Literacy, the nominee(s) must:

• be at least 18 years of age;
• have been residents of the Province of Manitoba for at least two years;
• consent to their nomination; and
• not have been previous winners, although they may be previous nominees.

The following individuals, groups, or projects may be eligible for nomination:

1) Literacy practitioners in an adult literacy classroom.
2) Volunteers who work in adult literacy classrooms or who provide instruction on a one-to-one basis.
3) Adult literacy programs that have made significant contributions to promoting adult literacy.
4) Trainers of adult literacy practitioners.
5) Projects designed to deal with high school dropouts.
6) Intervention projects designed to keep at-risk students in the public school system.
7) Literacy and Adult Basic Education personnel in adult learning centres and post-secondary institutions.
8) Public school resource teachers.
9) Language Arts teachers in public schools.
10) Reading clinicians.
11) English as Additional Language (EAL) Literacy practitioners.
12) Researchers in the field of reading and writing.
13) Volunteer organizations providing literacy instruction.
14) Reading Councils that promote literacy.
15) Individuals or groups who contribute to raising awareness of the importance of literacy.
16) Individuals or projects involved in workplace literacy.
17) Other organizations or groups whose primary focuses may not be literacy but which work to promote literacy activities.

Employees of the Government of Manitoba and individual members of the Selection Committee are not eligible for the Lieutenant Governor's Award for Literacy.


Criteria For Use By The Medal Selection Committee

The award is intended to recognize outstanding commitment to the field of literacy, whether it is literacy for adults, school dropouts, at-risk students in the public school system, or children in a family literacy program.

"Adult literacy" includes adults who have very low literacy skills and adults who can read and write but lack the level of literacy necessary to function in today's increasingly complex society.

"At-risk students" includes any student who may be at risk of dropping out of school before completing grade 12, regardless of socio-economic status, culture, or language background.

The Selection Committee will use the following criteria:

1) Those involved in actual teaching must have made significant contributions to increasing the reading, writing, and/or speaking skills of their students above and beyond general contributions of a language arts teacher.

2) Nominees must have displayed leadership in their specific area of literacy activities.

3) Actions of nominees should be innovative and creative in their specific area of literacy activities.

4) Nominees must have utilized a learner-centred approach, which reflects a genuine belief in the need for learner input into the educational process and for learner self-empowerment.

5) Nominees must have displayed dedication to promoting literacy above and beyond the nominees' regular job duties.

6) Nominees must have worked a considerable length of time in the literacy field.

7) The strength of a nomination will be largely determined by the extent of documentation provided by the nominator. Such documentation might include the following: newspaper articles about the nominee; journal articles by the nominee; letters of support; photographs; examples of resource materials that have been developed, which may include print, videos, or sound recordings; copies of awards that have been received; and other concrete examples of the results of the nominee's work in the field.

8) Individuals and/or groups cannot nominate themselves for the award.

1) A representative from the Adult Learning and Literacy Branch

2) A representative from the Reading Council of Greater Winnipeg.

3) A representative from the Manitoba Reading Association.

4) A learner from one of the adult literacy programs.

5) A representative from Literacy Partners of Manitoba.

6) An English as an Additional Language teacher.

7) A representative from LiteracyWORKS formerly Winnipeg Volunteer Reading Aids.
