Employment Equity

The Government of Manitoba is committed to Diversity and Employment Equity in order to create a civil service that is representative of the citizens of Manitoba that we serve. There are four designated groups: women, persons with disabilities, Aboriginal persons and members of visible minorities. We encourage current employees or potential applicants to declare when applying for job opportunities. Employment Equity declarations are kept in the strictest of confidence.

Government of Manitoba policy on employment equity in staffing:

Employment equity is a factor in the staffing process when a designated group is underrepresented in the level, class, series or occupation within the department and across government.

Designated Groups

The Employment Equity Policy designates four groups:

  1. Women - with a focus on women in management, professional and non-traditional occupations.
  2. Aboriginal Persons - peoples of North American aboriginal ancestry, including Métis, Inuit and First Nations (status and non-status Indians).
  3. Persons with Disabilities - persons who have a long-term or recurring impairment and who:
    • consider themselves to be disadvantaged in employment by reason of that impairment, or
    • believe that an employer or potential employer is likely to consider them to be disadvantaged in employment by reason of that impairment, and
    • persons whose functional limitations owing to their impairment have been accommodated in their current job or workplace.
  4. Members of Visible Minorities - persons, other than aboriginal peoples, who because of their race or colour, are a visible minority.
Self-declaration

Self-declaration refers to the process where individuals identify themselves as belonging to one or more of the designated groups for Employment Equity. Candidates and current employees can self-declare in a number of ways:

  • completing the Civil Service application form
  • completing the self-declaration form
  • declaring in their cover letter and resume
  • responding to the selection board's questions related to the Employment Equity criterion followed by a written declaration
  • responding to a department-wide workforce survey
  • sending a memo to Human Resources.
