2005-08-24 Stakeholder Consultation: (Draft) S-A-01:2006 and (Draft) C-D-01:2006


Consultation period over.

Following discussions with alternative service delivery stakeholders which took place at the Canadian Forum on Trade Measurement in 2004, and at several Alternative Service Delivery Standing Committee meetings held in 2003 and 2004, Measurement Canada has developed draft versions of S-A-01:2006 and C-D-01:2006 establishing ISO 9001:2000 as the basis of the quality management system (QMS) requirements.

The objective is to base QMS requirements on current ISO quality standards that are supported by training and guidance, while ensuring that in totality, the requirements are not more onerous than the current version of S-A-01.

The draft S-A-01:2006 and C-D-01:2006 do not contain any new QMS requirements. In some sections the wording and terminology have changed, however the overall intent of the requirements is the same as the intent of requirements from ISO9002:1994.

The following is a summary of changes:

(1) Documents are to be utilized in conjunction with ISO9000:2000 - Quality Management Systems - fundamentals and vocabulary, and ISO 9001:2000 - Quality management systems - requirements.

(2) Applicants shall submit documented procedures addressing all of the identified program elements contained in ISO 9001:2000, and all of the applicable additional Measurement Canada requirements.

Since Measurement Canada's delegation of authorities for the calibration and certification of standards, measuring apparatus and test equipment program is presently based on ISO 9002:1994 as well, a draft version of C-D-01:2006, based on ISO 9001:2000 has also been prepared for consultation purposes.

Consultation period starts on: August 24, 2005 and ends on October 31, 2005.

(1) S-A-01:2006 - Criteria for the Accreditation of Organizations to Perform Inspections Pursuant to the Electricity and Gas Inspection Act and the Weights and Measures Act.

(2) C-D-01:2006 - Conditions for the Delegation of Authorities for the Calibration and Certification of Standards, Measuring Apparatus and Test Equipment Pursuant to the Electricity and Gas Inspection Act.

This consultation initiative would be of primary interest to:

  • organizations which are accredited, or organizations which are interested in applying for accreditation to verify, reverify or inspect electricity meters, gas meters or mass or volume measuring devices: and
  • organizations that have been delegated authority, or organizations which are interested in applying for delegation of authority to calibrate and certify standards, measuring apparatus and test equipment pursuant to the Electricity and Gas Inspection Act.
