Summary - This Task Force Report reflects the opinions of
eight Review Tribunal Panel Members and presents their recommendations
to make the appeal process under the disability provisions of the
Canada Pension Plan function more fairly and efficently. This Task Force Report
was presented by the Commissioner and the Deputy Commissioner of Review Tribunals CPP/OAS
to the Parliamentary Subcommittee on the Status of Persons with Disabilities
in April 2003 in Ottawa.

Summary - This paper offers a policy and political history
of the disability benefit component of the Canada Pension Plan
(CPP), the "poor cousin" of this public contributory
pension plan. Broad policy trends and program developments are
the focus, highlighting the role of Ministers, Members of Parliament,
public servants, policy advisors and other political actors. To
do so, the paper examines the pension reform agendas and records
of the Pearson, Trudeau, Mulroney and Chrétien governments.
The analysis covers the origins, early implementation, liberalization
of benefits, and the more recent restraint and reorientation of
the disability benefit program.

Summary - This report presents aspects of the history of
the Canada Pension Plan (CPP) disability benefit. This document
is divided into several sections. Section 1 describes briefly
the history of the CPP, its strengths as a national program and
how the CPP works. Section 2 outlines the unique features afforded
by the Plan. The CPP disability benefit, in particular, is discussed
in Section 3. Section 4 presents trends in caseloads and cost
data for the CPP disability benefit. Section 6 examines the appeals
process. In Section 7, the CPP disability benefit is explored
from a comparative perspective - relative both to the QPP and
to international experience. Section 8 discusses the CPP disability
benefit within the context of the broader income security system
for persons with disabilities. The final section considers short
and long term options for reform.

Environics Research Group is pleased to present this summary of
qualitative and quantitative research findings to the Office of
the Commissioner of Review Tribunals. These findings are based
on two surveys, one national survey of 1,406 Appellants, and one
survey of 202 Non-Appellants, both 18 years of age or older. The
national survey of Appellants was conducted between April 4-26,
2002, while the survey of Non-Appellants was conducted between
April 17-24, 2002...
