The Office of the Commissioner of Review Tribunals (OCRT) is made up of the following people:

The Commissioner and Deputy Commissioner

The chief executives of the OCRT, the Commisioner and Deputy Commisioner are appointed by the Governor-in-Council for fixed terms. Neither the Commissioner nor the Deputy Commissioner conducts hearings or decides the outcomes of appeals.

The Commissioner is responsible for the planning, organization and management of the Review Tribunal appeal process to ensure that the process is efficient and fair, and that Panel Members and staff are equipped to carry out their responsibilities.

The Deputy Commissioner is responsible for day-to-day operations and replaces the Commissioner in his or her absence.

Panel Members

Panel Members are the people who make up the Review Tribunals that hear and decide CPP and OAS appeals. Up to 400 people from all across Canada are selected by the Governor-in-Council to be Panel Members. There are three categories of Panel members: Legal, Medical and General. The Commissioner (OCRT) selects three Panel Members to make up each Review Tribunal.

The Review Tribunal Panel is made up of the following:

  • At least twenty-five per cent (25%) of the members must be from the bar of a province (Legal category),
     
  • At least twenty-five per cent (25%) of the members are persons qualified to practice medicine or a prescribed related profession in a province (Medical category), and
     
  • There are members of the panel from every region in Canada.

The OCRT Staff

The Commissioner (OCRT) is supported by a group of public service employees made up of management, operational, financial, administrative and legal staff.
