MANAGEMENT ACTION PLAN:
EVALUATION OF TRANSPORT CANADA’S CONTRIBUTION
TO THE CANADIAN SAFE BOATING COUNCIL AND THE CANADIAN RED CROSS
[Printable Version]CONTEXT The Office of Boating Safety (OBS) is responsible for regulatory and technical services related to recreational vessels, encouraging safe boating practices, and compliance with regulations. Within this context, OBS manages two contribution programs, one to the Canadian Red Cross and the other to the Canadian Safe Boating Council, aimed at enhancing boating safety awareness.
In 2005, Departmental Evaluation Services conducted an evaluation of these two contribution programs to examine their relevance, success and cost-effectiveness.
RESPONSE TO RECOMMENDATION (S)
The evaluation report made a range of recommendations to inform future decision-making on program renewal or redesign. OBS’ proposed action plan, in response to the evaluation recommendations, is detailed in the following table.

The evaluators have determined that:
- TC’s funding to the contribution programs should be reassessed
in light of the risks associated with recreational boating to
determine whether safety problems are large enough to warrant TC
intervention

- OBS will engage the assistance of federal, provincial and local
authorities that deliver emergency response services to the pleasure
craft community to determine the number of pleasure craft requiring
assistance each year and the circumstances surrounding the
incidents. With this information in hand an analysis will be made to
determine whether outreach interventions are necessary to reduce
risks on Canadian waterways.

The evaluators further recommend that OBS:
- Update their logic model to assist them in establishing
their operational needs.
- Establish an ongoing collection of up-to-date data on
boating related drowning incidents, injuries and compliance
with regulations to determine boating safety problem areas
in Canada.
- Conduct a needs assessment through an analysis of
environmental scanning data and determine whether a
prevention program is needed.
- If it is determined that a prevention program
implemented by TC is necessary, OBS needs to determine the
type of interventions required.
- Set benchmarks and conduct ongoing monitoring or program
progress towards intended results through the development of
a results framework.

- The strategic plan for OBS has recently been updated and
will be used to guide the development of any new programs.
OBS will work with DES to develop a logic model for
determining operational needs.
- The OBS will with the assistance of stakeholders,
advisory groups and provincial and territorial governments
establish a workable data input portal to capture specifics
related to mishaps involving pleasure craft on Canadian
waters
- In partnership with the Canadian Coast Guard, the OBS
will utilize the services of Dalhousie University to
establish a method to analyze environmental data and address
the need for prevention programs
- In collaboration with clients, stakeholders and partners
the OBS will develop the criteria to determine any required
interventions and the measures to monitor such interventions
- OBS will work with DES to establish a results framework and will set
benchmarks against the determined indicators

- Improve the management of its contribution programs by improving
the timelines of administering program funds.

- OBS will improve program administration including monitoring of
time taken to deliver funds so that required adjustments can be made
to increase timeliness.

- To improve communication, OBS should link its website to other
government and non-government websites to improve the accessibility
of boating safety information on the Internet while maintaining a
consistent message.

- Pursuing the creation of a national group to encourage the
exchange of information and expertise, identify key issues and
target groups, establish appropriate monitoring and research
systems, and develop sound approaches to changing attitudes and
behaviours. TC may wish to examine the potential use of existing
groups to meet this recommendation.
