Contract Coordinator (Construction)

Reporting to the Manager, Site Operations, the Contract Coordinator is responsible for all administrative activities and duties relating to the management of construction contracts. The successful candidate is assigned to a project or projects that are mid-range in scope and with some potential risks and is expected to resolve a variety of issues. The duties and responsibilities listed below are representative, but not all-inclusive:

  • Monitoring tasks related to inspection and control of materials and the quality of projects completed and reporting deviations;

  • Monitoring site safety and applying principles of occupational health and safety policy;

  • Checking compliance with contractual requirements and reporting deviations;

  • Maintaining records, schedules, documents and preparing standard reports;

Manager, Site Operations

Kingston, Ontario

Reporting to the Manager, Area, the Manager, Site Operations is accountable for providing high-quality, timely, efficient and effective management of DCC projects and staff including the provision of contracting and contract management services to support the Department of National Defence (DND) and the Canadian Forces (CF) in the long-term development and management of facilities infrastructure. The successful candidate is responsible for the direction and control of DCC operations at a large, complex site with multi-projects with high impact and risk potential.  The duties and responsibilities listed below are representative, but not all-inclusive:

  • Managing all aspects of contract management for the assigned and/or locations from the pre-tender site visit to contract completion and warranty;

  • Maintaining a strong relationship with the client throughout all phases the projects within assigned area;

  • Ensuring that contractors, consultants and other third parties comply with the contractual and financial commitments; troubleshooting problems and issues, and negotiating resolutions;

  • Providing project status updates and management reports, budgeting and financial analysis, and other project-related documents;

  • Chairing site meetings;

QUALIFICATIONS

  • A bachelor level university degree in Engineering or Applied Science and approximately eight years relevant Canadian experience or equivalent;

  • May require appropriate certification or licensing (e.g. CET, P.Eng);

  • Ability and knowledge in managing large construction projects;

  • Business management skills in terms of ensuring resources (staff, equipment and materials) are appropriately allocated; developing and managing budgets; forecasting needs and requirements for the assigned and/or locations; and maintaining high standards in the completion of all projects within jurisdiction;

  • Applicable knowledge of industry codes and legislation;

  • Technical and applied knowledge related to infrastructure design, construction and operation (facility maintenance, facilities management, construction Business and Site Management, design management etc.);

  • Project and schedule analysis and management skills, change management support, and financial management;

  • Quality management and auditing skills;

Accountant

Head Office, Ottawa, Ontario

Reporting to the Controller, the Accountant will be responsible for financial reporting, analysis as well as the financial administration of projects and contracts. The Accountant will also provide expert-level support in the implementation and/or refinement of existing accounting applications such as Budgeting, Service Billing, Time Entry and Contract Financial Administration.  The duties and responsibilities listed below are representative, but not all-inclusive:

Environmental Project Coordinator

5 Wing Goose Bay, Newfoundland

5 Wing Goose Bay Base is located in central Labrador situated in northeastern Canada and was established in 1941 by the Canadian and American military.  A major Environmental Clean Up program associated with historical contamination is currently underway and is estimated to be a multi-year program.    An environmental consultant has been hired to support the clean up initiative.  DCC is involved in the project including management of consultant and other contracts.  DCC requires additional Environmental staff (to live in Goose Bay) to be part of the Clean Up team and other associated base projects.

Reporting to the Manager, Site Operations, the Environmental Coordinator is accountable for assisting clients within DCC (internal) and the Department of National Defence (DND) in the development and implementation of their environmental programs as part of their environmental Sustainability Development Strategy (SDS) and other directives. The successful candidate is responsible for providing environmental support on the delivery and management of projects (either from a cost, complexity or client management perspective); monitoring activities of projects including contractors, consultants and stakeholders and reporting on project activities. The duties and responsibilities listed below are representative, but not all-inclusive:

  • Developing, implementing and managing a program and/or projects including project budgetary and financial management; resource allocation and integrating multi-disciplinary consultant and specialist inputs;

  • Participating in the tendering phases of projects by identifying environmental requirements and ensuring contractual compliance with the contract documents (general conditions, plans, specifications and in the case of consultant contracts, statement of work, proposal review etc.);

  • Project/program management support  (for more complex projects/programs) including oversight of consultant activities and review/comment on draft reports;

  • May have oversight and/or supervisory responsibility including Performance Review Reports;

  • Providing peer review of documents within area of expertise;

  • Identifying and promoting business development responsibilities within the Environmental Services Line;

  • Contributing to the development and implementation of corporate initiatives;

  • Being a technical authority in a specific area of expertise (i.e. specialist);

  • Determining work methodologies to be employed and technical approaches to resolving detailed or complex environmental issues.

QUALIFICATIONS

  • Bachelor level university degree in Environmental Services, Environmental Engineering, Environmental Management or Environmental Science, or equivalent; and approximately six years of related experience, or equivalent, in order to evaluate and interpret environmental documents;

  • Knowledge of municipal, provincial and federal environmentally-related legislation, regulations, guidelines etc., in particular related to contaminated sites;

  • Ability to interpret and manage environmental risks and liabilities, regulatory requirements and liaise with regulatory bodies at the federal, provincial and municipal levels;

  • Ability to conduct problem analysis, problem resolution and risk management in assessing and resolving environmental situations; 

  • Ability to contract and/or project manage consultant and contractor environmental projects;

  • Applicable knowledge of industry codes and legislation;

  • Bilingualism in English and French is a definite asset.

This position is a one-year term at a salary range of $62,748 to $75,600 per annum.

  • Supporting field work (on a limited basis) on environmental projects.

QUALIFICATIONS

  • Either a two or three- year community college diploma in Environmental Technology, or equivalent, and approximately five years related experience or a bachelor level university degree in Environmental Services, Environmental Engineering, Environmental Management or Environmental Science, or equivalent, and approximately three years of related experience, or equivalent, in order to evaluate and interpret environmental documents;

  • Ability to assess problems, consider alternatives and select appropriate action within accepted standards;

  • Technical and applied knowledge related to one or more applicable environmental disciplines;

  • Ability to contract and/or project manage consultant and contractor environmental projects;

  • Applicable knowledge of industry codes and legislation;

  • Bilingualism in English and French is a definite asset.

This position is a one-year term at a salary range of $54,033 to $65,100 per annum.

Environmental Project Coordinator (Unexploded Ordnance - Geophysical)

Defence Construction Canada (DCC) is a Crown corporation with a mandate to provide services to the Department of National Defence (DND).  Since the early 1990’s, DCC has provided environmental science and environmental engineering services to DND.  Defence Construction Canada maintains a core staff of environmental specialists throughout Canada who are available to support the Department of National Defence (DND) in implementing its sustainable development strategy and other environmental initiative throughout its operations and infrastructure program.  Increasingly, as DND is faced with more environmental challenges, DCC’s environmental capabilities continue to expand to meet these needs.  DCC is currently looking to fill the following position:

Reporting to the Environmental Program Manager, the Environmental Project Coordinator - UXO will be responsible for undertaking a variety of UXO support tasks for DND within the National Capital Region. You will carry out diversified assignments that will require you to utilize your range of technical process, project management and organizational knowledge. With technical guidance from the Environmental Program Manager, you will provide broad-based UXO support services including but not limited to:

  • Preparing and reviewing project proposals, specifications, statements of work, requests for consultant proposals, expressions of interest;

  • Undertaking the responsibility of data collection team oversite, data analysis, quality control activities, work plan and report writing;

  • Assisting with selecting, contracting and managing UXO consultants;

  • Assisting with business development of UXO service line;

  • Liaising with, and briefing DCC and DND support personnel and project managers (client representatives) regarding project or team requirements;

  • Providing technical advice to the client;

  • Performing technical assistance in contracting for UXO consultants and other UXO initiatives;

  • Providing functional guidance to DCC staff on various UXO matters;

  • Undertaking decision making and problem solving in a variety of areas, including project management, surveying, geology, UXO technical issues and contract management/administration;

  • Overseeing UXO geophysical field teams and projects on sites across Canada;

  • Performing all other related duties as required maintaining the proper functioning of the division.

QUALIFICATIONS

  • Must be registered or eligible for registration as a Geophysicist under one of the provincial associations.

  • University degree in Civil Engineering, Geology or Geophysics is required.

  • Preferably two to three years on the job training in UXO Clearance.

  • Knowledge with relevant federal and provincial regulations.

  • Experience in handling multi-projects and upwards of $0.5 million.

  • Experience of contracting principles and contract management procedures.

  • Highly developed communication and interpersonal skills with solid writing skills.

  • Proficiency with software, MS Office, …

  • Skilled with problem solving and decision-making and an ability to work with tight deadlines.

  • Good judgment, flexible nature with a positive attitude, entrepreneurial approach to work.

  • Experience in UXO geophysical investigations with knowledge of UXO geophysical sensors (EM-61, Magnetics) and navigation systems (RTK GPS) would be an asset.

  • Strong PC skills, surveying, and GIS experience a plus.

  • This position will require seasonal travel.

  • Bilingualism English and French would be an asset.
