Terms of Reference

Standing Committee for Oversight of Grants and Awards Competitions

Authority: CIHR By-Law - Article 5, sections 5.04 and 5.05
Chair (s) and Membership:

The Standing Committee for Oversight of Grants and Awards Competitions (SCOGAC) consists of two Co-Chairs, one of whom is a Governing Council member, plus a minimum of thirteen (13) members.

Membership on this committee includes persons who are not members of the Governing Council. A minimum of eleven (11) members are health researchers with active research programs, collectively representing the range of health research supported by CIHR, the regions where health research is performed, and the stages in a research career. A minimum of two (2) members is selected from the Canadian public at large and is not researchers. The President of CIHR is an ex-officio, non-voting member of SCOGAC when present at meetings.

Meetings:

A minimum of three meetings will be held annually at the call of the Co-Chairs, or by request of the President or one third of its members.

Terms: Members will be appointed to serve for a term of three years that will ensure, as far as possible, the expiry in any one-year of the terms of office of not more than one third of the members. Members can be appointed for no more than two consecutive terms.
Quorum:

A majority of its members (50% plus 1).  Ex-officio members are not considered for quorum.

Mandate:

SCOGAC will advise the Governing Council with respect to the outcomes of CIHR's competitions for research funding. It will

  • Review the results of all CIHR open1 competitions for grants and awards, and recommend funding cut-offs and success rates to the Governing Council.
  • Review the results of all CIHR strategic initiatives2 for grants and awards, and recommend funding cut-offs and success rates to the Institutes.
  • Provide annual recommendations to the Governing Council on the number, mandates, and membership of CIHR's peer review committees adjudicating open grants and awards applications.
  • Monitor the performance of CIHR's peer review system, including its benchmarking relative to international perspectives and standards, for both open competitions and strategic initiatives, and report annually to the Governing Council with recommendations for innovation, efficiency and improvement.
  • Advise the President and Governing Council on any matter which they may refer to the committee concerning CIHR's competitions, peer review process, and grants and awards administration.
Reporting:

SCOGAC will report at each meeting of the Governing Council on all of its proceedings since the last meeting of the Governing Council.

Evaluation:

On an annual basis, a review of terms of reference and re-affirmation of membership.

1 "Open" is synonymous with "Investigator-Initiated", and includes University-Industry programs.

2 Strategic initiatives are sponsored by CIHR and its Institutes and launched through a request for applications (RFAs). These competitions are approved by the sponsoring Institute Advisory Boards (IAB(s)), and results are reported to SCOGAC in order for it to discharge its mandate with respect to monitoring the performance of CIHR's peer review system.
