How do I get an aquaculture licence and at what cost?

In order to acquire an aquaculture licence you should first:

  • contact your Area Development Officer and inform him/her of your intentions.
        
  • Then contact the Licencing Registrar at the Department of Fisheries and Aquaculture (709 292-4105) to obtain the necessary application forms.

Cost
A cheque or money order for ($330 per site) must accompany the application form, payable to the Newfoundland Exchequer Account. This consists of $100/yr site licence, $100-$200 to occupy crown lands and $115/5yrs for a water resource licence. However, there is no cost for expanding an already existing farm and the crown land licence can be avoided if the proposed farm is land-based on private property.

How long is the licencing process?

After a proposal has been sent, it usually takes 8 months (minimum) to 1 year. It is advisable to plan ahead and gather as much information as possible from your local Regional Development Officer and the Canadian Coast Guard to allow speedier processing. Information should include water quality on the site, flushing capability of site area, disruption of water traffic (contact local residents and inform of your plans and get responses), type of aquaculture farm, species you wish to farm, etc. Contact the Licencing Registrar at Fisheries and Aquaculture for a licencing guide containing sections on researching your species and site.

What species are grown in the province by aquaculture?

There are four main species commercially grown by aquaculture in Newfoundland and Labrador:

i) Atlantic Salmon in Bay d’Espoir on the south coast of the island,
  
ii) Steelhead Trout in Bay d’Espoir on the south coast of the island,
  
iii) Blue Mussels in many areas of the island, and
   
iv) Atlantic cod (grow-out) in many areas of the island.

Other species such as Atlantic halibut, sea urchins, and scallops are being researched but are not being produced on a commercial scale at this time.

What funding options are available to help me get my farm started?

There are federal and provincial departments and agencies that provide funding for new and established aquaculture operations in the Province. Please see the table below for details:

Financing for aquaculture in Newfoundland has generally come from ACOA () with some help from the Shellfish Aquaculture Working Capital Fund administered by the Department of Development and Rural Renewal and small amounts from local Development Boards.

Loans are generally not available for fish-out ponds and for trap cod grow-out. Loans will normally be given when a commercial licence has been approved for the operation so you will have to finance the developmental phase of the project yourself. Be expected to invest at least 20% of the cost of commercial development, and this percentage may be higher, depending on the project.

You should contact the nearest office of the Department of Fisheries and Aquaculture for further information. Our staff will be glad to assist you with your request.

Does the Department have authority to board a fishing vessel?

Yes. An Inspector is authorized under the Fish Inspection Act to board a fishing vessel which has landed within provincial boundaries. The Inspector will carry out a series of tests to ensure the fish on the vessel meet the Department’s quality standards and in compliance with any relevant regulations.
   

Do the regulations apply to fish caught for personal use?

No. Persons catching fish for personal use are permitted to process the fish only for personal consumption.  The sale and/or marketing of such fish is strictly prohibited.

Am I permitted to process and sell fish that I catch?

No. No one is permitted to process fish for sale unless he/she holds a fish processing licence issued by the Minister of Fisheries and Aquaculture. 

Where may I obtain copies of the Fish Inspection Act and Regulations?

Am I permitted to ship my catch to a buyer or processor in another province?

No. All fish landed at a port in this province must be shipped to a licenced fish processing plant in this province for processing.

Do I need a licence to buy and sell fish?

Yes, a person may only buy and/or process fish under a Fish Buyer's Licence and/or a Fish Processing Licence issued by the Minister of Fisheries and Aquaculture.

What is required to obtain a Fish Buyer's or Fish Processing Licence?

Under Department policy, no new Fish Buyer's Licences are being issued, nor are any additional fish species being added to existing Fish Buyer's Licences.  In addition, under Departmental policy there are no new licences being issued for Primary Processing Licences.
  
Licences for Secondary Processing may be applied for and require the submission of a comprehensive business plan, as outlined in the department's guidelines, to the licencing Administrator.  This plan will be reviewed and a final decision made by the Minister of Fisheries and Aquaculture.

What is required to permit me to export fish?

Under Departmental policy, all fish must be processed for health, safety, quality and economic reasons prior to marketing, unless otherwise specified by the Minister of Fisheries and Aquaculture.  A licensed processing facility may export processed fish in final market form outside the Province upon receipt of a Certificate of Registration from the Canadian Food Inspection Agency.  Companies wishing to export unprocessed fish outside the Province must apply to the Minister in writing for an exemption under the Fish Inspection Act and Regulations.  All requests to export unprocessed fish will be rejected, unless otherwise specified by the Minister.

The Department has a Naval Architect on staff who can assist you with this. Please call (709) 729-5569.
 
Does the Department of Fisheries and Aquaculture have any programs to assist in the repair and rebuilding of fishing vessels.

All past programs such as the Bounty program have now been cancelled however loans are available under the Loan Guarantee Program managed by the Department of Development and Rural Renewal. Contact the Department of Development and Rural Renewal at (709) 729-7247.

Does the Department of Fisheries and Aquaculture approve vessel designs before I can qualify under the Loan Guarantee Program?

No. Transport Canada, Ships Safety, approval is required by the Department of Development and Rural Renewal subject to approval under the Loan Guarantee Program.

How do I request repairs to a baited trawl facility owned by the Department of Fisheries and Aquaculture?

You should contact the nearest Regional office of the Department of Fisheries and Aquaculture or call (709) 729-4666.

I currently have a bounty on my vessel and I am in the process of selling it. What must I do regarding the assessment of this bounty?
