Death of the Honourable C. William Doody

Flags on all Government of Canada buildings and establishments in the City of Ottawa will be flown at half-mast from now until sunset on Thursday, December 29, 2005, in honour of the late the Honourable C. William Doody.

Further, the flag on the Peace Tower, in Ottawa, will fly at half-mast from sunrise to sunset on Thursday, December 29, 2005.

The Honourable C. William Doody was born on February 26, 1931, in St. John's, Newfoundland and Labrador.

Elected to the Newfoundland Provincial Legislature in the 1971 provincial election, and re-elected in the 1972 & 1975 elections. Was appointed minister of Mines, Agriculture and Resources in 1972, later that same year was appointed Minister of Industrial Development. Assumed the added responsibilities of President of the Treasury Board in October 1974. Appointed Minister of Finance on October 10, 1975. Occupied, between 1978 and 1979, the positions of President of the Executive Council, Minister of Transportation and Communications, Minister responsible for Intergovernmental affairs and Minister of Mines and Energy. Appointed to the Senate, October 3, 1979. Appointed Deputy Leader of the Government in the Senate, September 17, 1984 until 1991.

Anniversary of the Proclamation of the Statute of Westminster

The rules for flying the Canadian Flag and other flags in Canada provide that, where physical arrangements make it possible, the Royal Union Flag (known as the Union Jack) will be flown along with the Canadian Flag on all Government of Canada buildings and establishments across Canada to mark specific days - Commonwealth Day, Victoria Day and the anniversary of the proclamation of the Statute of Westminster.

Would you please ensure that the Union Jack be flown from sunrise to sunset on your establishments on Sunday, December 11, 2005 where it is possible (i.e. there is a second mast) to mark the anniversary of the proclamation of the Statute of Westminster.

Death of Mr. Charles Clarence Laking

The National Flag of Canada will be flown at half-mast on the Peace Tower in Ottawa from sunrise to sunset on Wednesday, November 30, 2005, in honour of the passing of Mr. Charles Clarence Laking, one of Canada's last remaining veterans of World War I.

To honour the memory of all Canadians who have served their country in time of war, the National Flag of Canada will be flown at half-mast on all Government of Canada buildings and establishments across Canada from sunrise to sunset on Remembrance Day, Friday, November 11, 2005.

Should half-masting occur at/near a cenotaph or another site where remembrance services are being observed, half-masting can occur at 11:00 a.m. (or according to the prescribed order of service) and extend until sunset. In this regard, the flag on the Peace Tower in Ottawa will fly at half-mast from the commencement of the service at the National War Memorial and remain in that position until sunset.

Flags on all Government of Canada buildings and establishments in the City of Charlottetown, Prince Edward Island, will be flown at half-mast from now until sunset on Wedensday, September 14, 2005, in honour of the late the Honourable Patricia Helen Rogers.

Further, the flag on the Peace Tower, in Ottawa, will fly at half-mast from sunrise to sunset on Wednesday, September 14, 2005.

Death of Major General Maurice Gaston "Gus" Cloutier

The National Flag of Canada will be flown at half-mast on the Peace Tower effective immediately until sunset on Friday, September 2, 2005, the day of the funeral for the late Major General “Gus” Cloutier, Sergeant-at-Arms of the House of Commons.

Major-General Maurice Gaston Cloutier, Sergeant-at-Arms of the House of Commons and Canadian Secretary to the Queen, was the longest serving Sergeant-at-Arms in the history of the Canadian Parliament. His appointment in 1978 followed a distinguished career in the Canadian Air Force.

As Sergeant-at-Arms, he upheld the authority of Parliament yet he was more than an enforcer of rules; he was a facilitator, helping to make Parliament work, while ensuring respect for the institution.

In fulfilling his duties, Gus Cloutier tempered the demands of the ceremonial with the day-to-day needs of a functioning democracy - and won the respect and admiration of members of every political stripe.

Dignified, affable, unfailingly courteous - Gus Cloutier was a man of exceptional quality who served his country for more than 50 years.

Further, the flag on the Peace Tower, in Ottawa, will fly at half-mast from sunrise to sunset on Wednesday, August 24, 2005, the day of funeral.

Death of Sgt. Ernest Alvia "Smokey" Smith, V.C., C.M., O.B.C., C.D.

The National Flag of Canada on all federal government buildings and establishments will be flown at half-mast across the province of British Columbia from sunrise on Friday, August 12 to sunset on Saturday, August 13, 2005, in honour of the passing of Sgt. Ernest Alvia "Smokey” Smith, Canada's last surviving recipient of the Victoria Cross.
