Position #:  743                                                                               Location:  Ottawa, Canada Salary Range:  $93,425 - $116,781                                                  Duration:  Indeterminate  Closing Date:  November 21, 2007   Job Overview   The Think Tank Initiative is a new collaborative initiative to support independent policy research organizations in developing regions.  Initially focused on selected countries in East Africa, West Africa, South Asia and Latin America, the Initiative intends to strengthen a select group of independent policy research organizations, such that these organizations are providing objective, high-quality research that both informs and influences economic and social policies related to growth, equity and poverty reduction.  The Initiative will provide long-term general support funding to qualifying organizations, along with access to funds for training, technical assistance and mentoring to allow them to confront key challenges facing their organizations.   Based at the IDRC head office in Ottawa, Canada, the Program Leader will oversee the implementation of this initiative and will supervise a multidisciplinary team of professional staff based in Canada, as well as in regional offices.  The Program Leader will facilitate the work of an International Advisory Group responsible for selection of participating think tanks, will coordinate the monitoring and evaluation of the program and reporting to funding agencies, and will represent the program internationally.  S/he will also work to expand the resources available to the program by fostering linkages with other funding agencies.   Candidate Profile     Education                         
  • PhD or Masters degree with equivalent work experience and a record of research and publication in a in economics, public administration, or another relevant social science discipline
Experience
  • Ten years of experience in conducting and managing policy research and/or in policy formulation and implementation
  • Experience in leading and managing multidisciplinary team including diverse cultures, expertise and experiences
  • Work experience in developing regions
  • Experience in an independent policy research organization an asset
Language
  • Bilingual Imperative position (English/French) at the following levels in the second Official Language: Oral Comprehension - C; Reading Comprehension - C; Oral Expression - C; Written Expression - B.
Knowledge
  • Knowledge of economic and social policy issues in one or more of the regions targeted by the Program
  • Understanding of policy research methods and approaches, including strategies for effectively communicating research results and linking research to policy
  • Knowledge of organizational development theory and practice

  • Excellent interpersonal and verbal/written communication skills
  • Superior and demonstrated creativity, initiative and judgement skills
  • Strong planning, organizing, coordinating and negotiation skills under pressure
  • Strong project management skills including financial management elements
  • Ability to lead and manage a diverse, multidisciplinary, international team
  • Ability to provide specialized advice and guidance to policy research organizations supported by the Program on issues of research design, outreach, and/or organizational development
  • Ability to develop and maintain networks of organizations and partners, including actual and potential funding agencies, grantees, and government officials
  • Awareness of and sensitivity to individual, gender and cultural differences
