Position #:  744                                                                               Location:  Ottawa, Canada Salary Range:  $79,536 - $95,480                                                     Duration:  Term Position - 2 Years   Closing Date:  Extended until November 25, 2007        Job Overview      As part of the Research for International Tobacco Control (RITC) program, the Tobacco Situational Analysis for Africa project will identify opportunities for and obstacles to tobacco control, gauge country readiness and capacity for action and present a guide for immediate and long-term action for tobacco control in Africa. A portfolio of projects and a series of country, regional and global consultations will assess current tobacco use, the dynamics of tobacco farming and relevant tobacco control policies (including their level of implementation) in 10-14 countries in Sub-Saharan Africa. It will identify key players at all levels (including government, non-government organizations, advocates, practitioners, media and researchers) and assess their involvement in local and regional tobacco control.  The project will take initial steps to build the technical capacity of African researchers to gather, synthesize and analyze data at the country and regional level.  The participation of African and global partners will ensure buy-in and support by African colleagues and engage global organizations in responding to the tobacco epidemic in Africa in a coordinated and collaborative manner. For more information, visit www.idrc.ca/ritc.   Based at the IDRC head office in Ottawa, Canada, the Senior Program Officer will oversee the implementation of this project and will coordinate a multidisciplinary team of professionals and consultants based in Canada, as well as in IDRC’s Dakar office. Under the supervision of the RITC Program Leader, she/he will manage and monitor the development, implementation and evaluation of the project as a whole.   Candidate Profile     Education                         
  • PhD or a Masters with equivalent work experience and a record of research and publication in a discipline relevant to tobacco control in developing regions (e.g. medicine, public health, epidemiology, economics or other relevant social sciences)
Experience
  • Minimum 5 years relevant experience in project/research management and/or policy research
  • Experience working in a multidisciplinary team including diverse cultures, expertises and experiences
  • Experience working in developing regions
  • Experience in tobacco control research or related health issues an asset
Language
  • Bilingual position (English/French) at the following levels in the second Official Language: Oral Comprehension - C; Reading Comprehension - C; Oral Expression - C; Written Expression - B.
Knowledge
  • Knowledge of economic and social policy issues in developing regions
  • Understanding of policy research methods and approaches relevant to tobacco control policies including strategies for effectively communicating research results and linking research to policy
  • Knowledge of computer software and systems relevant to position
Competencies
  • Excellent interpersonal and verbal/written communication skills
  • Strong planning, organization, coordination and negotiation skills under pressure
  • Ability to manage a portfolio of concurrent field studies, consultations, and meetings in several countries over a tight timeline
  • Ability to analyze and synthesize complex multidimensional data and information 
  • Ability to provide specialized advice and guidance to a full range of stakeholders in tobacco control (e.g. communities, researchers, consultants, government officials, development partners, multilateral agencies)
  • Awareness of and sensitivity towards individual, gender and cultural differences.
