Position #:  674                                                                                           Location:  Ottawa, Canada Salary Range:  $100,441 - $128,241                                                  Duration:  Term Position - 3 Years   Closing Date:  November 25, 2007       Job Overview   The Telecentre.org Initiative is a global community committed to increasing the social and economic impact of telecentres around the world. The community builds networks, learning opportunities and services to support people running telecentres. It includes grassroots networks in over two dozen countries as well as numerous NGOs, companies and development agencies.  It aims to improve financial strength, technical know-how, and management abilities; to serve more people in better ways; to develop and share new social enterprise models; training methods and community services for telecentres and networks to adapt and use easily; and share information and learning on key issues like business planning, fundraising, outreach, and community development.   Based at the IDRC head office in Ottawa, Canada, the Program Manager plays a critical leadership role in providing intellectual guidance, managing the program’s operations, and directing the implementation of the Centre’s Program on Information and Communication Technologies (ICT’s).  As a Program Manager, you will consolidate and expand telecentre.org's coalition of grassroots networks.  You will also transition telecentre.org from a grant program to a diverse, resilient and independent group of activities housed within partner organizations around the world, establish a new organization or management group that will nurture, coordinate and sustain the efforts of telecentre.org activities across all partners and seek out new partnerships that both grow the impact of the telecentre movement and contribute to the sustainability of telecentres, networks and telecentre.org.   Candidate Profile     Education                         
  • PhD or a Masters degree (including MBA) with equivalent work experience and a record of accomplishment in a field relevant to ICT’s in development
Experience
  • Ten years of professional hands on experience in the use of Information and Communications Technology for Development
  • Extensive experience in leading and managing multidisciplinary teams including diverse cultures, expertises and experiences
  • International work experience
Language
  • Bilingual Imperative position (English/French) at the following levels in the second Official Language: Oral Comprehension - C; Reading Comprehension - C; Oral Expression - C; Written Expression - B.
Knowledge
  • Knowledge of global players in the telecentre community
  • Knowledge of sound business practices in social enterprises
  • Knowledge of ICT issues in one or more of the regions targeted by the program
  • Knowledge of new and emerging technologies 
  • Understanding of the working relationships with partners from the public and private sectors
  • Knowledge of networks, stakeholders and key players in the ICT field
