  1. The federal government has been trying to change the way it practices human resources management, and last fall, passed the Bill to Modernize Human Resources Management in the Public Service. What impact will this have on the programs of The Leadership Network?

    The need to modernize human resources management will have an impact on the programs of The Leadership Network (TLN), just as it will on every federal organization. Currently, TLN is involved in a process to re-align its corporate programs. These are the Management Trainee Program (MTP), the Career Assignment Program (CAP), the Accelerated Executive Development Program (AEXDP), and the Accelerated Economist Training Program (AETP) so that they can respond to these pressures for change. This work is continuing through fiscal year 2004 - 2005, and TLN expects any newly structured programs to be in place by the fall of 2005.

  2. What does the ADM Corporate Secretariat do?

    It serves as a "single window" for Deputy Ministers (DM) and Assistant Deputy Ministers (ADM) so that the federal Public Service has a "collective management" approach for some of its most senior leaders. Among the services it provides, it supports Deputy Ministers in resourcing ADM vacancies. It also provides ADMs with advice on assignments, promotions and learning opportunities, as well as personal and career development strategies.

  3. If the objective of The Leadership Network is to help provide better services to Canadians, how does TLN provide Canadians with leadership opportunities?

    Many of the programs and services provided by TLN develop employees towards leadership positions within the federal government. Additionally, there are three programs in particular which focus on bringing in talent external to the Public Service. These are, the Management Trainee Program (MTP), the Accelerated Economist Training Program (AETP) and Interchange Canada (IC).

  4. What role does TLN play in the various communities?

    TLN supports the development of various communities such as the National Managers Community, the communities of DMS and ADMS, and is planning to become involved in the coming year to support functional communities such as the finance and human resources communities.

  5. What is the relationship between The Leadership Network and the new Canada School of Public Service?

    TLN provides opportunities to develop federal employees as well as some employees recruited to the public service. The Canada School delivers the learning curriculum for TLN 's programs. At the same time, the School provides many learning opportunities for federal employees at large. For information concerning learning events and courses offered, please contact the School.

  6. What role does the Leadership Network play in managing EX working conditions?

    TLN offers policy development, interpretation and advisory services in order to make it easier to apply the rules to the various work contexts and ensure the best implementation of policies. It provides operational services with regard to the classification of EX 4 and EX 5 positions. It is also the Secretariat for the Advisory Committee on Senior Level Retention and Compensation, an independent committee composed of Canadians from the academic and business sectors that is responsible for periodically reviewing working conditions.

  7. Why has The Leadership Network's website changed?

    On December 12, 2003, the Leadership Network (TLN) was transferred to the Public Service Human Resources Management Agency of Canada. In April 2004, it also became responsible for managing leadership development programs such as the Management Trainee Program (MTP), the Career Assignment Program (CAP), the Accelerated Executive Development Program (AEXDP), and the Accelerated Economist Training Program (AETP) and Interchange Canada (IC). These programs had previously been housed within the Public Service Commission. As a result of these changes, TLN has revised its site.

    You will notice that our new site sports a simpler look. It has been designed for ease of navigation and to provide you with clear and succinct information on our organization, as well as the many leadership activities we manage.

  8. What is the purpose of the policies of the development programs?

    These policies provide direction to program administrators and participants in the Career Assignment Program (CAP), the Management Trainee Program (MTP) and Interchange Canada (IC). They outline the conditions upon which the Treasury Board has approved the programs to operate. They include direction such as the requirements of the programs, what salaries participants will receive, how they are promoted, what kind of leave participants are eligible for. In the case of MTP, they also outline what conditions participants are subject to when they are in the pre-entry language training phase of the program, prior to appointment to the MTP and the federal Public Service.

  9. Who can I talk to about advice regarding these policies?

    While these are Treasury Board policies, it is The Leadership Network of the Public Service Human Resources Management Agency of Canada who provides policy advice and interpretation on them. At the same time, for each of the three programs, departmental coordinators or liaisons officers can provide advice and interpretation regarding how the programs operate within their organizations.   10. When will the Accelerated Executive Development Program (AEXDP) launch its next selection process?

    The timing of an AEXDP selection process depends upon several factors including the rate of graduation from the program by current participants, projected needs at senior executive levels and the program budget.

    It is not anticipated that the next launch will be before Fall of 2005.
