The new Civil Aviation documentation framework consists of two separate, but related sets of frameworks: the Integrated Management System (IMS) framework and the Regulatory framework.

Under the new framework, we have reduced the number of different “document types / categories” and standardized the definitions of each document type.  We have also standardized the document numbering scheme, content requirements and the appearance of our documents.

The Regulatory framework is comprised of regulatory documents including various Acts, Regulations and supporting advisory or guidance documents.

The Integrated Management System (IMS) framework is comprised of documents describing Transport Canada Civil Aviation’s internal management processes.
Civil Aviation Program manual - The Civil Aviation Program Manual is a document that provides consistent information, both internally and externally, about the TCCA program. This includes how the organization complies with the Integrated Management System (IMS) Standard and the requirement to continually improve its management system.
Aeronautics Act - The Act is an act of Parliament providing the basis for the regulation of aeronautics. The Act empowers the Governor in Council to make regulations to carry out the Minister's mandate.
Civil Aviation Directives (CAD) - CADs outline the principles to be followed by TCCA employees in the implementation of the Civil Aviation Program as directed by the Director General, Civil Aviation. CADs are general in nature and often refer to other documents such as Staff Instructions for specific procedural information.
Canadian Aviation Regulations (CARs) - The Canadian Aviation Regulations are a compilation of regulatory requirements designed to enhance safety and the competitiveness of the Canadian aviation industry. They correspond to the broad areas of aviation which Transport Canada, Civil Aviation is mandated to regulate (e.g. personnel licensing, airworthiness, commercial air services, etc.).
Staff Instructions (SI) - SIs provide TCCA employees with specific information and procedural guidance to standardize the delivery of the Civil Aviation Program.
Advisory Circulars (AC) - Advisory Circulars (ACs) provide the aviation community and TCCA personnel with information on a given subject as it relates to the Canadian Aviation Regulations (CARs) and its associated Standards, and other Regulations used in the course of the civil aviation program.  An AC may provide an example of acceptable means, but not the only means of demonstrating compliance with regulations and standards.
Study and Reference Guide - Study and Reference Guides and Sample Examinations may assist individuals to prepare for examinations as part of the personnel licensing requirements.
Suplementary Staff Instructions (SSI) - SSIs provide TCCA personnel with information and/or procedural guidance on a given subject.  They are generally linked to Staff Instructions or other higher-level documents.
