CAR 521 - Approval of—or Changes to—the Type Design of an Aeronautical Product
What is CAR 521? It is the National Aircraft Certification Branch draft regulation titled Approval of—or Changes to—the Type Design of an Aeronautical Product. CAR 521 is “smart”…in fact; it is a smart regulation initiative—you can learn more about SMART REGULATION on the Government of Canada’s regulation web site at http://www.REGULATION.GC.CA.
The goal of CAR 521 is to improve the certification process for aeronautical products and parts by consolidating twenty-two existing regulations and standards into a single regulation.
This initiative will
- lead to clearly written and more accessible requirements through consolidated regulations.
- align Canada’s regulatory framework with those of our American and European Union (EU) partners.
- streamline regulatory process through a more efficient, timely and predictable certification program specifying clearly defined roles and responsibilities to all stakeholders involved in the process.
What is our implementation status? The draft regulation has made its way to Justice Canada and as of December 2005, we have been working with the Justice Canada lawyers as they develop a discussion draft of our regulation. We have identified a significant amount of tasks that need to be completed to support implementation of CAR 521, such as international agreements and arrangements, advisory and guidance materials, training courses, web sites and Ministerial schedules, such as for delegation and enforcement.
