The following is intended to provide an understanding of potential licence, permit or registration requirements when considering the establishment of a Day Care in New Brunswick. This document is a guide prepared by  Canada Business - New Brunswick  and affiliated departments and agencies to provide you with a list of possible steps and issues to consider in carrying out your project. The extent to which the information will apply to you is dependent on the circumstances related to your project.

1.  Regulations

1.1  Public Health Regulations
Contact the local public health inspectors of the Department of Health to find out about public health requirements for a day care. Look under Public Health Services in the Provincial section of the blue pages of your telephone directory for your nearest office.

1.2  Early Childhood Services Co- ordinators (Department of Social Development)
Contact your local Early Childhood Services Coordinator to find out about regulations for starting a day care in New Brunswick. Call toll-free 1-866-444-8838 to find out your nearest office.

1.3  Fire Marshal's Office
Plans must be submitted to the Office of the Fire Marshal for review. For more detailed information call the Fire Marshal's Office at 506-453-2004 or you may also visit the Web site at the following address: http://www.gnb.ca/0276/fire/index-e.asp

1.4  Home-based Business
Operating a business from home requires meeting the zoning by-laws controlling property uses in your area. In many jurisdictions zoning approval is required. Please contact your local municipality. You will find the telephone number in the white pages section of your telephone directory under: City of ..., Town of ... or Village of ... For information on zoning bylaws and building permits outside your local municipality, check with your local District Planning Commission. Please keep in mind that home-based businesses will not be covered by regular house insurance. Insurance needs for businesses vary greatly. It is best to choose an insurance agent or broker familiar with your size of business and, in particular, an agent familiar with your type of operation.

1.5  Protection of Personal Information: Your Responsibilities
The Guide to Canada's Personal Information Protection and Electronic Documents Act (PIPEDA) helps businesses understand their obligations and comply to the Act.  Since January 1, 2004, the PIPED Act covers the collection, use or disclosure of personal information in the course of all commercial activities in Canada, except in provinces which have enacted legislation that is deemed to be substantially similar to the federal law.

2.  Financing

2.1  Quality Improvement Funding Support Program
The purpose of the Quality Improvement Funding Support program is to make funding support available to approved child day care facilities to increase the availability and quality of child day care services in New Brunswick. All approved child day care facilities with a valid identification number are encouraged to participate in this program by completing an application form.
