Qu’est le CEP?

Le Conseil de l'enseignement postsecondaire est l'organisme provincial qui travaille à promouvoir l’excellence et la collaboration dans le secteur de l'enseignement postsecondaire de manière à répondre aux besoins divers de la population manitobaine en matière d’éducation. Fondé par une loi de la législature du Manitoba en novembre 1996, il a commencé à fonctionner en avril 1997. Il assure la coordination et l'intégration des services et des installations d’enseignement postsecondaire, examine et approuve les programmes des universités et des collèges, établit des politiques et encourage la gestion responsable des finances et la reddition de comptes au sein du système d'enseignement postsecondaire.

Une des principales responsabilités du Conseil est d'allouer des fonds aux sept établissements postsecondaires publics de la province, soit l'Université du Manitoba, l'Université de Winnipeg, l'Université de Brandon, le Red River College, l'Assiniboine Community College, le Collège universitaire du Nord, le Collège universitaire de Saint-Boniface et l'École technique et professionnelle. Le Conseil verse également des subventions aux établissements confessionnels privés du Manitoba, notamment au Steinbach Bible College, au Providence College and Seminary, au William and Catherine Booth College et à la Canadian Mennonite University. Il accorde également une subvention au Winnipeg Technical College.

Le Conseil agit comme intermédiaire entre les établissements postsecondaires et le gouvernement. Il comporte onze membres, dont un président, et bénéficie des services d'un secrétariat composé de dix fonctionnaires provinciaux. Le secrétariat entreprend des activités et des projets conçus pour remplir le mandat du Conseil et réaliser les buts fixés par le Conseil et par le ministère de l’Enseignement postsecondaire et de la Formation professionnelle. Le secrétariat travaille aussi en collaboration avec les universités et les collèges pour appuyer les membres du Conseil dans l’élaboration de politiques et la reddition des comptes financiers.

Mandat

Le mandat du Conseil de l’enseignement postsecondaire, tel que le prévoit la Loi sur le Conseil de l’enseignement postsecondaire, est le suivant :

« . . . planifier et coordonner le développement, dans la province, d'un système d'enseignement postsecondaire favorisant l'excellence et l'accessibilité dans le domaine de l'enseignement ainsi que la coordination et l'intégration des services et des installations et qui favorise la responsabilité financière. »

Buts

1. Servir de catalyseur afin d’améliorer l'accès à l'éducation postsecondaire au Manitoba, particulièrement pour les Manitobains autochtones et les autres groupes sous-représentés.
2. Servir de catalyseur afin d’améliorer le taux de persévérance scolaire et d’obtention du diplôme dans le système d’éducation postsecondaire.
3. Promouvoir l’aspect « système » de l’éducation postsecondaire au Manitoba.
4. Mettre en place des mécanismes qui favorisent une infrastructure durable dans le système d'éducation postsecondaire du Manitoba.
5. Améliorer l’interaction entre le Conseil et la communauté postsecondaire.
6. Élaborer et mettre en œuvre de nouveaux mécanismes de reddition de comptes pour le système postsecondaire.
