Important Notice – IRP changes in response to COVID-19

Effective immediately IRP offices will discontinue in-person services and will be operating at reduced hours (8:30 am to 3:00 pm). Services and support will continue to be provided by mail, email, and phone while in-person services are unavailable.

There are several services still required that are important for the movement of trucks and our industry, and our IRP offices will continue to deliver these services. This includes: registration of a new vehicle, replace vehicle, change registered gross weight of vehicle and replace any lost, missing, stolen plate, permit, valtag or cab card. Payment methods will be adjusted as in-person cash payments will be temporarily unavailable. Arrangements can be made for plates, permits, valtags and cab cards to be delivered via courier. Please contact your local office to make these arrangements.

Ontario is also extending the validation period of IRP products that have expired on or after March 1, 2020, including IRP validation tags and cab cards.


The International Registration Plan (IRP) is a US-based registration reciprocity agreement among states of the United States, the District of Columbia and provinces of Canada, including Ontario. The plan distributes commercial vehicle registration fees based on the total distance travelled in each place.

Registered vehicles have one licence plate and registration document that allows travel in all IRP jurisdictions.
All carriers travelling outside Ontario should register in IRP if they have vehicles with:

  • a gross weight over 11,793 kg

OR

  • 3 or more axles, regardless of weight

Otherwise, these carriers will need to purchase trip permits to travel outside Ontario.

Important Notice — All Ontario International Registration Plan Carriers

Effective January 1, 2020, all carriers will have to obtain their renewal package online through the Permitting and Registration for International Registration Plan and Oversize/Overweight System. Contact the International Registration Plan Program Office for more information at irp@ontario.ca

IRP applications

Carriers may submit IRP applications to their local IRP Offices or access the IRP Online Services if you are currently registered for online services. Depending on the type of application, you may be required to show original documents. Be sure to read the application form or contact an IRP Office to confirm which documents you will need to attach.

Once the IRP office receives an application, it will be processed and you will receive a fee notice. Payment can be made at an IRP Office or by mail.  If you pay in person at an IRP office, you will receive your credentials on the spot. If you apply by mail, your credentials will be mailed to you. Courier service is also available at your expense.

Please do not include any credit card information on the forms below.

Electronic Cab Cards

As of August 17, 2020, all Ministry of Transportation International Registration Plan Offices will start issuing Cab Cards in both, electronic and paper formats. Motor carriers can continue to choose to carry this documentation either in electronic or paper format in their vehicles.

This change also aligns with Ontario’s Digital Strategy and commitment to cutting red tape for business, transforming the customer experience, modernizing programs as well as alignment with other International Registration Plan member jurisdictions.

The use of electronic images of International Registration Plan Cab Cards have been accepted by all jurisdictions in the United States and Canada. Documentation shown in an electronic image must be accessible by computer, tablet, smart phone, or other electronic device.

If you choose to maintain an electronic format of this documentation, it is strongly recommended that the document is saved as a file, such as Portable Document Format (PDF), and saved to an electronic device for each vehicle. This approach enables you to have access to the documentation at any time, even when access to mobile and/or wireless service may be interrupted.

We also recommend that you continue to carry a paper copy in each vehicle to be available in areas where access to mobile and/or wireless service may be interrupted.

Regardless of the format --either electronic or paper--, the document must be accurate, valid, legible, and be accessible on demand by request of law enforcement and/or the International Registration Plan Registrar.

Prepaid Account Form

You can pre-load funds on your IRP account so you can pay for transactions without having to visit an IRP Office.

Pre-payments must include the IRP account number, currency type (US or CAN) and may be made by cheque, credit card, debit card, money order or cash for Canadian funds and cheque, money order or cash for US funds. Use this form to set-up a pre-paid account with IRP.

Online Services

IRP Online Services is a free service offered by the Ministry of Transportation that allows IRP carriers based in Ontario to quickly and accurately complete registrations online instead of manually preparing and mailing forms.

IRP Online Services is available to existing IRP carriers only.  If you are currently registered in the IRP Program, please contact the IRP Program Office at 416-235-3923 or irp@ontario.ca for information on applying for an online account.

Instructions for Completing Online Transactions

International Fuel Tax Agreement

All carriers who use a vehicle in Ontario for carrying passengers or goods across jurisdictions are required to pay tax on fuel consumed in the province.
Carriers that register their vehicles under the IRP must also register under the International Fuel Tax Agreement (IFTA) if the gross vehicle weight exceeds 11,797 kg or 26,000 lbs. Vehicles below that weight are not required to register in the IFTA, but they may register in the IRP.
