Ontario roads and bridges
Construction is underway on two major projects:
- The Rt. Hon. Herb Gray Parkway.This will connect Highway 401 to the Interstate system in Michigan.
- Highway 407 East Project. This will provide an efficient east-west corridor across central Ontario. It is one of the largest highway construction projects ever in the province.
The Rt. Hon. Herb Gray Parkway
The Rt. Hon. Herb Gray Parkway (the Parkway) will connect Highway 401 to a new Canadian inspection plaza and bridge crossingin west Windsor. It will support existing industry and create new business opportunities in both the Windsor area and the rest of Canada.
Features
- a six-lane below-grade freeway which is an extension of Highway 401
- a four-lane at-grade service road network which is an extension of Highway 3
- 11 tunnels, covering 1.8 km of the freeway
- fully lit for night driving
- more than 300 acres of green space, with 20 km of recreational trails and landscaping
- modern techniques to reduce noise
- facilities to manage stormwater
- an advanced traffic management system
Benefits
This project will:
- create an estimated 12,000 jobs
- protect, restore and enhance the habitat of wildlife, vegetation and species at risk
- take trucks off local streets
- improve the movement of traffic to and from the border
Highway 407 East Project
The Highway 407 East Project includes construction of:
- Highway 407, 43.38 km from Brock Road in Pickering to Highway 35/115 in Clarington and
- Highways 412 and 418, two north-south highways (10 kms each) connecting Highway 407 to Highway 401.
This project enhances central Ontario's highway system and is one of the largest highway construction projects ever in the province.
Highway 407, east of Brock Road, and Highways 412 and 418 will be publicly owned and tolled highways. The province will set and regulate tolls, retain the toll revenue and establish high customer service standards.
Phase 1 of the project, which includes Highway 407 from Brock Road in Pickering to Harmony Road in Oshawa and Highway 412 (a 10 kilometre north-south highway that connects Highway 407 to Highway 401) opened to traffic on June 20, 2016, toll-free. On February 1, 2017, tolling started on Highway 407 and Highway 412.
Phase 2 includes Highway 407 from Harmony Road to Highway 35/115 in Clarington and Highway 418. Construction has started on Phase 2 of the project. This final section will be completed by 2020, with an interim opening early January 2018, from Harmony Road to Taunton Road with interchanges at Enfield Road and Taunton Road.

On Highway 407 and Highway 412, commercial vehicles weighing over 5,000 kg will be divided into two classifications: Heavy Single Units and Heavy Multiple Units. As noted below, heavy single unit and heavy multiple unit commercial vehicles will be charged two or three times passenger rates, depending on commercial vehicle size.
