CONTEXT: The International Development Research Centre (IDRC) is a Canadian Crown corporation whose objectives are to initiate, encourage, support and conduct research into the problems of the developing regions of the world and into the means for applying and adapting scientific, technical and other knowledge to the economic and social advancement of those regions. As such, a significant portion of IDRC’s travel activities is international in nature and includes, among others, visits to recipient institutions, donors and projects, as well as participation in international events, such as conferences and workshops. BASIC CONTROLS ASSOCIATED WITH TRAVEL AND HOSPITALITY EXPENSES: All expense reports, including hospitality expenses, are to be fully substantiated by appropriate backup documentation, and must be approved by the appropriate manager prior to processing and payment. In addition, travel and hospitality expenses incurred by senior management are submitted annually to the Finance and Audit Committee of the Board of Governors. Travel and hospitality expenses are subject to audits which are carried out by both Audit Services (Internal Audit) and the Office of the Auditor General of Canada. |
