Impaired Driver Program

Individuals required by Driver and Vehicle Licensing must access the Impaired Driver Program for an assessment prior to being eligible for re-instatement of their license. Anyone unsure of the need to access the Addictions Foundation of Manitoba Impaired Driver Program should contact Driver and Vehicle Licensing. There is a $400.00 non-refundable fee for services payable to the Addictions Foundation of Manitoba for the cost of the required assessment.

Impaired Driver Process


Assessment

This is a process to provide a means by which the client’s needs are identified and the most appropriate intervention strategy recommended. The client first completes an assessment questionnaire and then an appointment is arranged for an interview with a counsellor. Both of these procedures will take approximately one hour each.

The goal of the program is to assess the client’s alcohol and or drug usage and to provide appropriate services.

Clients may be referred to an educational program or to a rehabilitation program. With the individual’s authorization, the assessment outcome and referral are reported to Driver and Vehicle Licensing.

By offering such services, the intent of the program is to provide a mechanism for the early intervention, prevention of alcohol and drug problems and to avoid future impaired driving offences.


Referrals will address several considerations based directly on the individual's needs. These will include combinations of:

  • Developing alternatives to drinking and driving
  • Having accurate information on alcohol and other drugs/effects on driving motor skills
  • Making changes related to the use of alcohol and other drugs
  • Developing life functioning skills to reduce alcohol/drug related risks
  • Increasing knowledge and exploring own use of alcohol and other drugs
  • Developing a plan of action to address future concerns involving alcohol and other drugs
All referral programs encourage self directed learning.

When progress or completion reports are required by the Division of Driver and Vehicle Licensing for any client involved in the Impaired Driver Program, they will be provided as appropriate based on participation.
