Business Transformation Agenda

  • Item Access to Clearance Information: Examine the use of a secure web site to allow CSOs to personally “verify” clearances on a “real time” basis.

  • Pooling of Personnel Clearances: Outside of the discussion on government-wide portability above, examine the feasibility of “pooling” list of cleared individuals or making ISS Clearances transferable between companies.

Cynthia Armstrong / Rachelle Angus

  • This has been identified as the top priority for IT Work plan for 2006-07. Establishing user requirements in consultation with industry will be the first step. ISAB will be used on a secretarial basis to confirm requirements.

    As part of overview on BTP, it was noted that this remains the priority with project initiation in the Fall.

    Once completed surveys have been received (closing date June 30th), ISS will tabulate results and share with ISAB members. A follow-up meeting will be arranged with ISAB reps for more detailed discussion on how to proceed with project. As well, ISAB members will promote support for project with respective association membership.


  • ISS will examine the “pooling” of clearances as one of its priorities.

  • It was agreed that ISS (Business Transformation Project) would establish a working group with ISAB reps, ISS reps (including International) and PWGSC Legal Services, Acquisitions and Access to Information and Privacy (ATIP) Office. A note will be sent to ISAB members inviting participation.

    Consultations have commenced with Acquisitions and ATIP personnel.

  • These items are targeted for completion this calendar year unless Working Group deliberations result in legal/privacy or contractual blocks.

  • The Working Group will report back at the next ISAB meeting.

  • BTP Recommendations: Brief ISAB and advise of other recommendations.
  • ISS’ management team will review the Business Transformation Project recommendations and identify priorities and timelines.

    A meeting was held and priorities/timelines identified. Once final version complete, the report will be added to ISS' website.

  • Prior to the next ISAB meeting, the DG/ISS will advise ISAB of the actions to be pursued as a result of the Business Transformation Project, to identify two additional “priorities”, and to seek ISAB (and GISAB) views.

  • Industry Survey : Provide sample questions on CIISD to associations so mini surveys can be conducted with their members (this expanded the scope from the previous action item for questions for a CATA survey)











  • International Processes : Review processes to reduce times related to international contracts or clearances requiring out-of-country checks, e.g., feasibility of “Letters of Good Conduct”.

Albert Bissonnette

  • Albert will prepare survey questions on CIISD services that ISAB members can share with their respective memberships. To help CIISD identify priorities for negotiation Security Agreements, the survey will also ask companies to identify global plans for conducting business in other countries.

    List of survey questions was distributed at meeting. It was agreed that ISAB members will review and provide comments back to Albert regarding other possible questions.

  • In support of this, Albert will provide a list of countries that are presently covered by MOUs or other types or agreements.

    The list was distributed at the meeting but will not be added to the ISAB web space for reference.

  • CIISD will visit with international counterparts as feasible when traveling for other business to discuss possible improvements, e.g., Letters of Good Conduct are being considered in the reliability status and clearance process on an individual basis.

    We have accepted a few Letters of Good Conduct from countries that provide that service. For Reliability Status it is an acceptable way to mitigate risk, but for Secret Clearances, this is not enough a background search.

  • Portable security clearances : In consultation with Treasury Board Secretariat (TBS), the RCMP and CSIS, develop a government-wide solution to make clearances more portable (possibly via the GoC shared services initiative).

OPI changed to Pierre Gagne, CGD

  • The issue has been raised at TBS-PCO Strategic Steering Committee-Security Committee. ISS will share ISAB activities and concerns with this new committee and with the Government Industrial Security Advisory Board (GISAB) for discussion.

    The availability of other possible e-learning tools will be examined .

  • E-Learning : Provide industry with web-based tools to allow them to develop necessary expertise and to reference when questions arise.

  • The increased use of E-learning is one of the recommendations from the Business Transformation Project.

  • CGD is adapting Lockheed Martin E- learning tool and this will be investigated sector wide (for CSOs, DSOs and other employees).

  • Note: Lockheed Martin also offered this tool to other companies/associations.

  • Process Change – Improved Access to Information : Develop other tools for providing companies with basic information on Industrial Security processes, obtaining clearances, etc.

Albert Bissonnette

  • Qs and As on CIISD have been updated (currently being circulated internally for review) and will be published as a booklet and added to the website.

    A short list of Qs and As was distributed and members agreed to provide comments to Albert Bissonnette.

    Regarding the booklet form, these are still being reviewed in-house and should be available for posting on the web prior to the next ISAB meeting.

  • Working Groups : Expand advisory capability of ISAB by seeking participating in ISAB Working Groups.

Peter Hull

  • It was agreed that two WGs would be set up: Contract Security; Controlled Goods. Peter Hull to send follow-up e-mail seeking representatives for Working Groups.

    Several names have been received and a preliminary list of members developed. First meetings to be arranged.

  • Government Security Map : Provide industry with easier access to information on “who’s who” in the government industrial security community.

Peter Hull

  • Peter to discuss with other government security partners and begin development of tool or site.

    This will be implemented the second quarter and progress reported upon at the next ISAB meeting.

  • Process Changes – Positive Advice and Feedback : Look for opportunities to help companies meet their security responsibilities in a proactive manner (i.e., prevention via “white hat” versus “black hat” approach).

ISS - All

  • ISS has been actively trying to take the preventative and advisory approach and efforts will continue. For example, FISOs will take the opportunity to educate clients when they perform their inspections and identify sound security practices during the walkabout.

    Members noted that changes are being noticed. This remains an ongoing item.

  • Improve Industry-Government communications : Invite members of the Government of Canada security and intelligence community (i.e., RCMP, CSIS) to future meetings.

Michelle Tardif

  • A joint meeting of the Industrial Security Advisory Board and the new Government Industrial Security Advisory Board (GISAB) has been scheduled for October 5 th, 2006. Member input into Agenda, etc. to be sought at later date.

2.3

  • Process changes – Government-Industry “Partnering”: Consider “partnership” opportunities with industry associations, i.e., assistance with sponsorships, use of “pools” for cleared consultants / temporary help / contractors.

Gerry Deneault

  • ISS will investigate the current understanding, rules and processes related to sponsorship and will be examining options for smoothing the processes, i.e., examining possibility of pre-positioning companies to bid on government contracts; partnering with associations in terms of determining clearance priorities, i.e., making sure clearance is definite business need.

  • In the interim, ISS will distribute in-house sponsorship processes to clarify understandings.
