The Statistical Report on Official Development Assistance for fiscal year 2003-2004 contains financial data on the efforts of Canada in the field of international development for fiscal years 2000-2001, 2001-2002, 2002-2003 and 2003-2004 (unless otherwise specified).

It details the efforts of the Canadian International Development Agency (CIDA), the Department of Foreign Affairs and International Trade (DFAIT), the Department of Finance, the International Development Research Centre (IDRC), of the International Centre for Human Rights and Democratic Development (ICHRDD), and of other federal and provincial departments providing assistance to developing countries. The document gives a summarized history of official development assistance and provides details on financing sources, disbursements, and programs, including multilateral assistance, food aid, humanitarian assistance, assistance provided to non-governmental organizations (NGOs), to international NGOs (INGOs), and to non-governmental institutions.

This report also contains statistical tables on disbursements to the 30 major recipient countries, according to special categories such as recipient, sector, or technical cooperation. The three final tables extract from the works of the Organisation for Economic Co-operation and Development (OECD), and compare Canada's efforts to those of the other donors of the Development Assistance Committee of the OECD.
