Subject: Key Leadership Competency Profile for the Public Service of Canada

We are very pleased to provide you with the revised Key Leadership Competency Profile for the Public Service of Canada.

In February 2004, the Committee of Senior Officials (COSO) asked the Public Service Human Resources Management Agency of Canada to review the leadership competencies that were developed for La Relève some eight years ago, with a view to simplifying and updating them to reflect current government priorities. COSO also requested that these leadership competencies be applicable from the deputy head to the supervisor level. The Public Service Commission of Canada provided its expertise in the field of competencies to ensure a robust process and best practices.

Extensive consultations across the leadership continuum were conducted. The attached profile is the culmination of the valuable input provided by hundreds of leaders across the country. We wish to thank all who have participated in its development through interviews, focus groups, teleconferences, surveys and other events.

We are now starting Phase II of the project, the implementation of the leadership competencies. During this phase, we will work closely with central agencies and departments/agencies to carry out the policy work and to develop tools to support the integration of the leadership competencies into the various aspects of human resources management.

As we heard from many of you, the real challenge now will be using these competencies to ensure that the public service has a management cadre that is ready and fully equipped to meet current and future challenges.
